Bid Capacity
The bid capacity required in the given tender can be calculated using the formula: Assessed Available Bid Capacity = (A*N*M) - B.

- Financial standing: Reports on profit and loss statements, balance sheets, ITR, and auditor's reports for the past any three years of the last five years.
Available Bid Capacity ≥ Evaluated Bid Price.
In other words, the Bidder's available bid capacity should be greater than or equal to the evaluated bid price. If the available bid capacity is less than the evaluated bid price, the contract will be awarded to the next lowest bidder at their evaluated/negotiated bid price.
Technical Capacity
The required prior work experience for the bidder includes having experience in works of a similar nature and size. The bidder should have completed or substantially completed similar works during the last five years. The similar work experience can be in the form of:
- At least one work, not less than 80% of the estimated project cost.
- At least two works, not less than 50% of the estimated project cost.
- At least three works, not less than 40% of the estimated project cost.
For power line work, the contractor should have similar experience of shifting power lines from overhead to underground with a minimum capacity of 11KV.
The value of work executed shall be brought to the current costing level by enhancing the actual value of work at a simple rate of seven percent per annum, calculated from the date of completion to the date of bid opening.
The bidder must obtain 80 marks out of 100 for the qualification, with a mandatory 15 marks for underground utilities works pertaining to the power line (HT/LT).
The completion certificate shall be signed by the Engineer in charge, not below the rank of an Executive Engineer or equivalent. Only completed or substantially completed certificates will be considered for evidence of similar nature of projects.
Substantially completed works means those works which are at least 90% completed as on the date of submission, with gross value of work done up to the last date of submission being 90% or more of the original contract price.
The bidder should demonstrate availability of key equipment and suitably qualified personnel. The bidder should also demonstrate access to liquid assets and/or credit facilities of not less than 10% of the value of the contract/contracts applied for, certified by the Bankers.
The technical evaluation scoring criteria includes:
- Carriageway works: 30 marks, with minimum length equal to 50% of total length of package.
- Footpath works: 10 marks, with minimum length equal to 50% of total length of package.
- Street lightning works: 10 marks, with minimum length equal to 50% of total length of package.
- Roadside landscapes works: with minimum length equal to 50% of total length of package.
The bidder should have executed similar water supply/sanitary engineering works for a minimum length as per technical evaluation. The bidder individually or in form of JV should possess Class A registration and valid electrical line license for executing the street light works and should also have executed underground distribution power line for a minimum length as per technical evaluation.
The required prior work experience for the bidder includes having a total annual volume of civil engineering construction work executed and payments received in the last five years, with a certificate from a Chartered Accountant.
The bidder should provide details of works underway or contractually committed along with the details of clients who may be contacted for further information on those contracts.
The bidder should provide information on work performed as a prime contractor or as a member of a joint venture, including project name, name of the employer, description of work, contract number, value of contract, date of issue of work order, stipulated period of completion, actual date of completion, and remarks explaining reasons for delay, if any.
The value of similar works completed should be mentioned, along with the percentage of completion, such as 40%, 50%, or 80% of the estimated project cost.
The bidder should also provide a work experience certificate in the specified format, which includes details such as project name, name of the employer, description of work, contract number, value of contract, date of issue of work order, stipulated period of completion, actual date of completion, and remarks explaining reasons for delay, if any.
The certificate should be attached with the bid document, along with other required documents, such as a certificate from a Chartered Accountant, and a copy of the Joint Venture agreement, if applicable.
