Contd… (x) PV module must conform to latest edition of IEC 61215/IS 14286. In addition, the modules must conform to IEC 61730 Part-I & II for construction and testing & safety qualification testing @ 1000 V DC or higher. PV modules must qualify highly corrosive atmosphere test for throughtout their life time i.e IEC 61701. PV modules must also conform to IEC 62804 PID. PV modules must conform to IEC 600068-2-68 for PV modules in sandy environment.
(xi) PV modules of different models, diferent capacity, different make and different batch should not be used together. Only same make, capacity and batch to be used in the work.
(xii) PV modules in series and parallal should be designed according to the capacity of the inverters. (xiii) Carrying out and submission of design of foundations for fixing of modular mounting structure along with design calaculation , detailed structural and architectural drawings duly vetted by any NIT / IIT /Govt research institute and to ascertain & submit fixing arrangement of modular mounting structure with foundation, costed schedule of work etc., complete all as specified and as directed.

Module Mounting Structure: Supply ,fabricate and erection of module mounting type structure including foundation, hot dip galvanisied mild steel with coating not less than 85 Microns and suitable to with stand wind load 175 KMPH and electrolytically compatible channels,bracing purlins of Size as per IS code Design, electromagnetic washers nut , bolt including cutting drilling etc.
The design shall be as per relevent latest IS-2061 and galvanizing as per IS-4759. It shall be suitable for the wind speed, sun light and climate condition of the plant location.

(xiv) The design life shall be more than 25 years and minimum yield strength of 340 MPA.
Module Ground Clearance shall be 500mm ± 100mm. Properties of RHS will conform to IS 4923:1997. HDG Fasteners of 4.6 grade and 8.8 grade for Structure.The Module Mounting Structure to be of fixed tilt to provide maximum generation.The structure shall be suitable for easy removing and refixing of PV modules of the solar plant complete all as specified and as directed.
Note:- (i) Rate quoted against this item shall be deemed to include the SBC report obtained from Govt auth for design purpose.
(ii) In case, the soil bearing capacity is not uniform throughout the area, the foundation shall be designed accordingly taking into account the actual variation in the SBC. The quoted rates are deemed to include such possible variations in SBC and thus in designs.

(iii) Testing of entire solar power plant shall be carried out from Govt approved Solar agencies viz. SECI/NISE/ any other Govt approved agency for testing of solar plant. (Amount of testing is deemed to be included in the quoted rates by the contractor)
(iv) The rates quoted are deemed to cater for earthwork, construction of foundation as per approved design and all necessary fixing arrangements required for fixing of modular mounting structure with the foundation.
(v) The design of module mounting structure is required to be got vetted by any NIT/IIT/Govt research Institute. The cost of the same is deemed to be included in this item.

Contd.....SCADA : Monitor system to be provided to monitor the performance of the inverter (power, array voltages, array currents & AC parameters), energy yield, temperature, irradiance level etc. and It could provide flexible interface to facilitate PC based inverter monitoring and control via LAN modem and internet/Ethernet connection. This should include web visualization system and data logger with integrated Ethernet port.

(iii) Solar Irradiance: AN integration Pyronometer/Solar cell based irradiation sensor (along with calibration certificate) provided, with the sensor mounted in the plane of the array. Readout integrated with data logging system weather monitoring kit which includes- Radiation Sensor(c-Si type)/Pyranometer,Temperature Sensor (RTD Type), Ambient Temp Sensor, Module Temp Sensor.

(iv) Temperature: Temperature probes for recording the Solar Panel temperature and/or ambient temperature for horizontal and inclined plane (v) Anemometer to be provided to measure direction of wind speed, to be provided complete with readouts integrated with the data logging system (vi) String level monitoring to be provided.
(vii) The parameters like AC Voltage, AC Output current, Output Power, Power factor, DC Input Voltage, DC Input Current, Time Active, Time disabled, Time Idle, Energy Produced, Protective function limits (Viz-AC Over voltage, AC Under voltage, Over frequency, Under frequency ground fault, PV starting voltage, PV stopping voltage etc. are accessible via the operating interface display in real time separately for solar power plant.

(viii) All major parameters available on the digital bus and logging facility for energy auditing through the internal microprocessor and read on the digital front panel at any time and logging facility (the current values, previous values for up to a month and the average values) should be made available for energy auditing through the internal microprocessor and should be read on the digital front panel.
(ix) PV array energy production: Digital Energy Meters to log the actual value of AC/DC voltage, Current & Energy generated by the PV system provided. Energy meter along with CT/PT should be of 0.5 accuracy class.
(x) Computerized DC String/Array monitoring and AC output monitoring shall be provided as part of the inverter and /or string/array combiner box or separately.
(xi) String and array DC Voltage, Current and Power, Inverter AC output voltage and current (All 3 phases and lines), AC power (Active, Reactive and Apparent), Power Factor and AC energy (All 3 phases and cumulative) and frequency shall be monitored.
(xii) Computerized AC energy monitoring shall be in addition to the digital AC energy meter.

(xiii) Data Logger Monitoring system should have suitable input port to monitor Transformer( Buchholz relay, WTI and OTI) and VCB parameter. The data shall be recorded in a common work sheet chronologically date wise. The data file shall be MS Excel compatible. The data shall be represented in both tabular and graphical form.
(xiv) All instantaneous data shall be shown on the computer screen and submitted to the GE on-line or through a report. (xv) Software shall be provided for USB download and analysis of DC and AC parametric data for individual plant.
(xvi) Provision for Internet monitoring and download of data shall be also incorporated.
(xvii)Provisioning of Remote Server and software for centralized Internet monitoring system shall be also provided for download and analysis of cumulative data of all the plants and the data of the solar radiation and temperature monitoring system.

(xviii) Ambient /Solar PV module back surface temperature shall be also monitored on continuous basis.
(xix) Simultaneous monitoring of DC and AC electrical voltage, current, power, energy and other data of the plant for correlation with solar and environment data shall be provided.
(xx) Local server data storage capacity shall be sufficient to provide all parameters stored. It should have read and write facility CD/ DVD.
(xxi) Remote Monitoring and data acquisition through Remote Monitoring System software at the owners location with latest software/hardware configuration and service connectivity for off-line SCADA monitoring/control complete to be supplied and operation and maintenance/control to be ensured by the supplier. Provision for interfacing these data on owners server and portal in future shlall be kept.

Training: On successful commissioning of the plant, training shall be provided on Plant operations and maintenance to a team (Engineers and Technician/Operations) as nominated by GE for 03 days.

Expenditure to be incurred for obtaining all necessary permissions for evacuating the 0.5 MWp solar power with the existing 33/11 kV substations located in Central power house system from appropriate authorties as directed by GE . This shall include necessary infrastructure including metering arrangement for import/export consumption at DISCOM substaton with CTs &PTs metering cubicle and check meter etc. harmonic stabilization within the limits of Central Electrical Authority (CEA) and necessary statutory approvals from DISCOM/PVVNL and various other state agencies as required. Maintenance and Operation of Solar Power Plant near MRS Babugarh Sub Station for FIRST YEAR with one operator (Certified course "Surya Mitra" from NISE) for one shifts of 8 hour , one skilled Electrician (ITI in Electrical)for one shifts of 8 hour, one helper in two shift of 8 hrs each for 16 hours continuous operation (including Sunday/Holiday) to maintain sub station in/out side HT Panels, Invertor, DC junction box, VCB as specified, including daily and weekly check up including cleaning of PV modules complete with suitable cleaning cloths etc , upkeeping the installation operational and in health condition, having own conveyance and communication system like mobile etc. complete, for Solar Power Plant with all minor consumable and expendable items and labour and tools for smooth and efficient operation complete all as specified and Directed by Engineer-in-Charge.

Notes :- In addition to manning and operation of installation, the following works will also be carried out by deputing addl manpower where required, to the entire satisfaction of Engr-in-Charge.
(a) Minor repairs and preventive maintenance required to ensure serviceability and efficiency of complete MRS complex including supply of HT 11 KV fuse wire of proper size and minor spares such as nut, bolts, spring, lock nut of VCB/OCB as per sample, broom, duster, grass cutting tools, phawara, pick axes for cleaning/grass cutting of complete at Sub Stn Complex.
(i) Day Shift from 0600 Hrs to 1400 Hrs
(ii) Afternoon Shift from 1400 Hrs to 2200 Hrs

(b) Record of activities such as voltage / current / PF / Energy consumed / temp of transformers, break downs, day to day maintenance of Solar PV Plant etc.
(c) The contractor shall ensure that all safety precautions are strictly exercised by the staff employed by him. Adherance to IE rules and statutory rules in vogue must be ensured. The contractor shall be fully responsible for any mishap that occurs due to any fault of the employee or due to non adherance of safety norms.
(d) Record of activities such as attendance register, duty roster, pay distribution register of the whole staff employed by the contractor.
(e) The electrician staff employed by the contractor shall be ITI holder with four years experience. (f) The electrician staff shall be of age 21 years to 55 years and shall wear proper uniform on duty hours with black leather shoes which will be provided by the contractor. The colour of dress will be decided by the Engr-in-Charge. Name of operator and firm will be emborsed on left and right side of the shirt/coat. Group insurance and registration at labour department. Govt of Up will also be carried out by the tenderer of the whole staff employed before starting the work or within seven days of handing over the site.
