The required prior work experience for the bidder includes: - Three similar works each costing not less than 30% of the estimated cost of work put to bid, - Two similar works costing not less than 40% of the estimated cost of work put to bid, - One similar completed work costing not less than 60% of the estimated cost of work put to bid. The values mentioned for similar works completed are: - 7,800,000.00 for three similar completed works each costing not less than 30% of the estimated cost put to tender - 10,400,000.00 for two similar completed works each costing not less than 40% of the estimated cost put to tender - 15,600,000.00 for one similar completed work costing not less than 60% of the estimated cost put to tender Additionally, the bidder should have successfully completed similar projects relating to Scientific Dumpsite Reclamation/Bioremediation of Dumpsites or have processed MSW through Windrow composting & RDF method in consecutive two years of operation during the preceding ten financial years prior to the due date of bid submission. The bidder should also have experience in establishing and operating Bioremediation Facilities, with a maximum of 20 marks allocated for this criterion. The experience in processing Legacy Waste is evaluated with the following marks allocated: - 10 marks for processing 15,150 MT to 20,200 MT of Legacy Waste - 15 marks for processing more than 20,201 MT to 30,298 MT of Legacy Waste - 20 marks for processing more than 30,299 MT of Legacy Waste The experience in sale/dispose of by-products (RDF or Compost) generated from Municipal Solid Waste processing projects is evaluated with the following marks allocated: - 10 marks for an average of minimum 1,515 MT to 2,020 MT - 15 marks for an average of minimum 2,021 MT to 3,029 MT - 20 marks for an average of minimum 3,029 MT or above The bidder should have at least one completed work of similar nature executed with some Central/ State Government Organization/ Central Autonomous Body/ Central/ State Public Sector undertaking/NPP, and the remaining work experience should satisfy the requirements with works successfully executed for reputed private organizations. The percentage of payment for ongoing projects should be at least 60% of the total contract value till submission of the tender document. The average annual financial turnover during the immediate last 3 consecutive financial years should be at least 30% of the project cost put to tender. The bidder should have a solvency of minimum 40% of the estimated cost put to tender.
