Bidders must have experience in residential or non-residential building construction of any number of stories. For private sector work, completion certificates must be accompanied by copies of the Letter of Award and TDS certificates. The value of completed work includes materials and services provided by the client at no cost or a discount, provided this is explicitly stated and separately certified. Labor-only contracts are excluded. Completed work values are adjusted to current values using a 7% annual simple interest rate. For projects with an estimated cost of less than 1000 crore rupees, minimum experience includes: three similar works each costing at least 40% of the estimated cost or Rs. 400 crore (whichever is less); two similar works each costing at least 50% of the estimated cost or Rs. 500 crore (whichever is less); or one similar work costing at least 80% of the estimated cost or Rs. 800 crore (whichever is less). For projects exceeding 1000 crore rupees, the estimated cost is considered as 1000 crore rupees when determining minimum experience. For work outside India, certificates must be attested by the Indian embassy/consulate/high commission; non-English documents require certified English translations. Bidders from Hague Convention (1961) member countries may use an Apostille stamp instead.
