The formula for bid capacity is: Assessed Available Bid capacity = (A*N*M - B), where A is the maximum value of civil engineering works executed in any one year during the last five years, N is the number of years prescribed for completion of the works for which bids are invited, M is 2 or a higher figure not exceeding 3, and B is the value of existing commitments and on-going works to be completed during the period of completion of the works for which bids are invited.
Technical Capacity
The bidder is required to have prior work experience as a prime contractor or sub-contractor on construction works of a similar nature and volume over the last five years. The bidder should have satisfactorily completed at least one similar work equal in value to one-third of the estimated cost of work, excluding maintenance cost for five years.
If the bidder has executed road works under a specific scheme in the originally stipulated completion period, the financial turnover achieved on account of execution of road works under this scheme shall be counted as 120% for the purpose of this sub-clause.
Additionally, the bidder should have achieved a minimum financial turnover equivalent to 60% or 75% of the amount put to bid, depending on the amount put to bid, in any one year in the last five years. The amount put to bid does not include maintenance cost for five years, and the turnover will be indexed at the rate of 8% per year.
The bidder should have experience in works of a similar nature and size for each of the last five years and should have completed works with a value of at least Rs. 184.91 Lakhs. The bidder should also provide information on the total monetary value of civil construction works performed for each of the last five years.
The bidder should provide details of work performed, including project name, name of employer, description of work, value of contract, contract number, date of issue of work order, stipulated date of completion, actual date of completion, and remarks explaining reasons for delay, if any.
The bidder should have executed and received payments for a total annual volume of civil engineering construction work in the last five years preceding the year in which bids are invited. The bidder should also provide proposals for subcontracting the components of the works, aggregating to not more than 25 percent of the Contract Price.
