The required prior work experience for the bidder includes: - Technical personnel with 3 years of experience in road works, with 2 degree holders and 4 diploma holders in civil engineering. - Lab Assistant with 3 years of experience in field testing laboratory. The bidder should have satisfactorily completed, as a prime contractor or subcontractor, at least one similar work equal in value to one-third of the estimated cost of the work. For routine maintenance and construction work, the required experience includes: - Degree Holder in Civil Engineering: 3 Years - Diploma Holder in Civil Engineering: 3 Years - Lab Assistant: 3 Years The value of road work completed by the bidder under specific schemes shall be treated as 120% for the purpose of this sub-clause. The bidder should have achieved, in any one year, a minimum financial turnover equivalent to: - 60% of the amount put to bid, in case the amount put to bid is Rs.200 Lakhs and less. - 75% of the amount put to bid, in case the amount put to bid is more than Rs.200 Lakhs. At least 50% of this minimum financial turnover should be from Civil Engineering construction works. The bidder should provide information on similar nature of works completed, but specific values and percentages are not mentioned, except that the bidder should have completed at least one similar work equal in value to one-third of the estimated cost of the work. For joint ventures, the lead partner should be the most experienced partner, and the joint venture agreement should clearly indicate the proposed distribution of responsibilities, both financial and technical, amongst the partners. In terms of specific values and percentages of similar works completed, the bidder should have completed at least one similar work equal in value to one-third of the estimated cost of the work. The bidder should provide information regarding any litigation or arbitration during the last five years in which the Bidder is involved. The bidder should provide reports on the financial standing, such as profit and loss statements and auditor's reports for the past three years, and evidence of access to line(s) of credit and availability of other financial resources/facilities (10 percent of the contract value). The value of the bid security is Rs.9,99,000/-, which is 2 percent of the estimated value of the works.
