The required prior work experience for the bidder includes: - Technical personnel with 3 years of experience in road works, with 2 personnel having a degree in civil engineering and 4 personnel having a diploma in civil engineering. - Lab Assistant with 3 years of experience for field testing laboratory. The bidder should have completed works with a value of more than one-third of the estimated cost of works, which is Rs. 41.73 Lakhs. The bidder must have satisfactorily completed, as prime Contractor or Sub contractor, at least one similar work equal in value to one-third of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. The bidder should have a total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. The bidder should also have experience in performing work as a prime contractor or sub-contractor on construction works of a similar nature and volume over the last five years. The value of similar works completed should be provided, along with a certificate from the Engineer-in-charge. If the bidder has executed road works under Pradhan Mantri Gram Sadak Yojana in originally stipulated completion period, the financial turnover achieved on account of execution of road works under PMGSY shall be counted as 120% for the purpose of this sub-clause. Additionally, the value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be treated 120% for the purpose of this Sub-Clause. No specific percentage of similar works completed is mentioned, but the bidder is required to provide information on similar works, including the value. The available bid capacity will be calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at a rate of 8 percent per year. The bidder's available bid capacity for construction work should be equal to or more than the total bid value, excluding maintenance but including GST. For the Joint Venture, the lead partner should meet not less than 50% of the qualification criteria, and each of the remaining partners should meet not less than 25% of all the qualifying criteria. The Joint Venture must also collectively satisfy the subject of the criteria, with the relevant figures for each partner added together to arrive at the Joint Venture total capacity, which should be 100% or more.
