Bidders must have satisfactorily completed (at least 90% of contract value) similar works as a prime contractor or nominated/approved subcontractor within the last seven years. This experience must meet one of the following conditions: three similar completed works costing at least Rs. 995.60 lakhs each; two similar completed works costing at least Rs. 1244.50 lakhs each; or one similar completed work costing at least Rs. 1991.20 lakhs. For O&M contracts, similar work means experience in operating and maintaining 4/6 lane highways. For special repairs/renewal work contracts, similar work means experience with bituminous work on 2/4/6 lane highways.

Bidders' assessed available bid capacity must exceed the total bid value. This is calculated as (A * N * 2.5 - B), where: A = Maximum value of civil engineering works (EPC projects) executed in any one year during the last three years (escalated to the current financial year). N = Number of years for project completion. B = Value (updated to a specified year's price level) of existing commitments and ongoing works to be completed during the project's duration. Works with a Letter of Acceptance but no Appointed/Commencement Date are excluded from B.

Bidders must possess or have access to specific construction equipment, including tipper trucks, motor graders, dozers, front-end loaders, rollers (smooth wheeled and vibratory), a hot mix plant (minimum 80-100 TPH capacity), a paver finisher with electronic sensors, water tankers, a bitumen sprayer, a tandem roller, concrete mixers with integral weigh batching facilities, and a concrete batching and mixing plant (minimum 15 m3/hour capacity). Documentary evidence of ownership, lease, or rental agreements for this equipment is required. Specific technical personnel with defined qualifications and experience are also required, including a project manager, site engineers, a plant engineer, a quantity surveyor, and a soil and material engineer. Detailed, signed CVs (no older than three months from the bid submission due date) for these personnel are mandatory. A Class II or III Digital Signature Certificate (with signing and encryption components) in the name of the authorized signatory is also required.
