The important information given under the technical capacity header which is specifically related to prior work experience is: - The Bidder should furnish the details of Eligible Experience for the last 5 financial years immediately preceding the Bid Due Date. - Experience for any activity relating to an Eligible Project shall not be claimed by two or more Members of the Joint Venture. - The Bidder must provide the necessary information relating to Technical Capacity as per format at Annex-II of Appendix-IA. - The Bidder should furnish the required Project-specific information and evidence in support of its claim of Technical Capacity, as per format at Annex -IV of Appendix-IA. - The Bidder shall update details of Experience (ongoing and competed projects) on the Bidder Information Management System (BIMS) on a regular basis. Values like amount and percentage mentioned under the same header include: - The estimated capital cost of Eligible Project. - The equity shareholding of the Bidder, in the company owning the Eligible Project, held continuously during the period for which Eligible Experience is claimed. Additionally, other important information related to prior work experience includes: - The experience for each category would be computed as per the weight of the following factors to arrive at its aggregated Eligible Experience: + Category 1: Project in highways sector that qualify under Clause 2.2.2.6 (i) with a factor of 1 + Category 2: Project in core sector that qualify under Clause 2.2.2.6 (i) with a factor of 0.75 + Category 3: Construction in highways sector that qualify under Clause 2.2.2.6 (ii) with a factor of 1 + Category 4: Construction in core sector that qualify under Clause 2.2.2.6 (ii) with a factor of 0.75 - The Technical capacity in respect of an Eligible Project situated in a developed country which is a member of OECD shall be further multiplied by a factor of 0.5. - For requirement of 2.2.2.2 (ii)& (iii), one similar work of 20% of Estimated Project Cost should have been completed from the Eligible Projects in Category 1 and/or Category 3 individually by any of the JV members as a single work. - The Bidder should have completed at least one similar Major Bridge/ ROB/ Flyover project in the last 10 financial years, with a span equal to or greater than 50% of the longest span of the structure proposed or 100m, whichever is less. - The cost of such similar project should be at least 20% of the Estimated Project Cost or Rs. 1000 Cr, whichever is less. - For tunnel projects, the Bidder should have completed at least one tunnel project in the last 10 financial years, with a cross-sectional area of at least 50% of the tunnel to be constructed or a cross-sectional area of a 2-lane highway tunnel, whichever is less. - The length of the tunnel should be at least 20% of the tunnel to be constructed or 2 km, whichever is less, and the cost of such project should be at least 20% of the Estimated Project Cost or Rs. 1000 Cr, whichever is less. - The Bidder should furnish details of Eligible Experience for the last 5 financial years, with a minimum of 26% equity held in the company owning the Eligible Project. - The capital cost of the project should be more than 5% of the Estimated Project Cost. - The entity claiming experience should have undertaken the construction of the project for an amount equal to at least one half of the Project Cost of eligible projects. - Receipts of or work executed amounting to Rs. 81.39 Lakh or 5% shall not be reckoned as receipts for Eligible Projects. - The cost of land and pre-construction activities shall not be included in the calculation of Eligible Experience. - An updation factor is provided to update the price of eligible projects, ranging from 1.00 to 1.20 for the last 5 financial years. - The Bidder shall have received payments for construction of Eligible Project(s) or has undertaken construction works by itself in a PPP project, such that the sum total thereof is more than Rs.1220.81 Lakh. - For normal Highway projects, at least one similar work of 20% of Estimated Project Cost (Rs.325.55 Lakh) shall have been completed from the Eligible Projects in Category 1 and/or Category 3. - For Major Bridge/ROB/Flyover/Tunnel projects, additional experience is required. - If the longest span of Bridge/ROB/flyover is more than 60m, the Bidder shall have completed at least one similar Major Bridge/ROB/Flyover project with a span equal to or greater than 50% of the longestSimilar work or eligible projects mentioned in the technical capacity experience include: * Project in highways sector with a factor of 1 * Project in core sector with a factor of 0.75 * Construction in highways sector with a factor of 1 * Construction in core sector with a factor of 0.75 Additionally, specific projects mentioned are: 1. Major Bridge/ ROB/ Flyover project with: - Span equal to or greater than 50% of the longest span of the structure proposed or 100m, whichever is less - Cost of at least 20% of the Estimated Project Cost or Rs. 1000Cr, whichever is less 2. Tunnel project with: - Single or twin tubes having at least 50% of the cross-sectional area of the tunnel to be constructed or cross-sectional area of 2 lane highway tunnel, whichever is less - 20% length of the tunnel to be constructed or 2 km, whichever is less - Cost of at least 20% of the Estimated Project Cost or Rs.1000 Cr, whichever is less Other eligible projects include: - Widening/ reconstruction/ up-gradation works on NH/SH/Expressway - Widening/ reconstruction/ up-gradation works on MDRs - Widening/ reconstruction/ up-gradation work of roads in Municipal corporation limits - Construction of Bypasses - Construction of stand-alone bridges, ROBs, tunnels - Construction/ reconstruction of linear projects like airport runways, railways, metro rail and ports. The values and percentages mentioned are: - 20% of the Estimated Project Cost - Rs. 1000Cr - 50% of the longest span of the structure proposed - 100m - 90% of the value of work - 20% of the Estimated Project Cost or Rs. 1000 Cr - 50% of the cross-sectional area of the tunnel - 2 lane highway tunnel - 20% length of the tunnel - 2 km - Rs.325.55 Lakh (for normal Highway projects) - Rs.1220.81 Lakh (for demonstrating technical capacity and experience)
