Bid Capacity
The bid capacity required to bid can be calculated using the formula: Bid capacity = AxNx1.5 - B, where A is the maximum annual turnover in any one year during the last five years, N is the number of years prescribed for completion of works, and B is the value of existing commitments and ongoing works to be completed during the period of completion of the works.
Additionally, there are specific financial requirements that must be met, including:
1. Average Annual financial turnover of at least 50% of the estimated cost.
2. Working capital sufficient to finance at least 30% of the value put to tender.
3. Annual turnover of 1.50 times the value of work in any one of the last five years.
There are also requirements for similar completed works, including:
- Three similar completed works costing not less than 40% of the estimated cost.
- Two similar completed works costing not less than 50% of the estimated cost.
- One similar completed work costing not less than 80% of the estimated cost.
Formulas to calculate the required bid capacity include:
1. Average Annual financial turnover ≥ 0.5 * Estimated Cost
2. Working capital ≥ 0.3 * Tender Value
3. Annual turnover ≥ 1.5 * Value of work
The bid capacity should be greater than the value of the work.
Technical Capacity
The required prior work experience for the bidder can be fulfilled by one of the following conditions:
- Three similar completed works costing not less than 40% of the estimated cost, with a minimum value of Rs. 112.85 Lakhs, excluding GST.
- Two similar completed works costing not less than 50% of the estimated cost, with a minimum value of Rs. 141.06 Lakhs, excluding GST.
- One similar completed work costing not less than 80% of the estimated cost, with a minimum value of Rs. 225.70 Lakhs, excluding GST.
These similar works should be in the nature of Construction of Buildings and its Maintenance, and should have been completed during the last five years. A completion certificate obtained from the client or department should be enclosed.
