The required prior work experience for the bidder includes a Degree Holder in Civil Engineering with 2 years of experience in Road Works, a Diploma Holder in Civil Engineering with 2 years of experience in Road Works, and a Scientist with B.Sc./Degree and 2 years of experience in Road Works for field testing laboratory. The bidder must have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third (or one-fourth in case of Naxal/Left Wing Extremist affected districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. In terms of value and percentage of similar works completed, the bidder should have experience in works of a similar nature and size for each of the last five years. The value of road work completed by the bidder under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan in originally stipulated period of completion shall be counted as 120% for the purpose of this sub-clause. For Naxal/Left Wing Extremist Affected Districts, the figures of 60% and 75% would be replaced by 50%. The bidder should provide the total monetary value of civil construction works performed for each of the last five years, and details of works in progress or contractually committed. Additionally, the bidder should provide information on the total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited, with values to be provided in Rs. in lakhs. The lead partner in a Joint Venture should meet not less than 50% of qualification criteria, and each of the remaining partners should meet not less than 25% of all the criteria. The available bid capacity of the JV as required will be applied for each partner to the extent of his proposed participation in the execution of the work, and the total bid capacity available shall be more than the estimated contract value. Subcontracting of components of the works for construction/up-gradation is allowed, aggregating to not more than 25 percent of the contract price.
