Notes for Item Sr No. 3 to 4: (a) The contractor would be responsible from removing the existing meter, noting down the reading and depositing it with the MES.
(b) It would be possible to run the meter in both prepaid and postpaid mode
(c) The meters would carry 10 year warranty. (d) The OEM would need to share the Authentication / Encryption keys of the meters along with relevant protocl details with the department. The department would need complete support of the OEM to be able to integrate the meter with any software of the department choice.
(e) In case of the cellular meters, the cost would include two years of recurring charges.
(f) The department would not take any responsibility for the non-availabilityof the cellular charges.

Supply and Setup of Meter Data Management (MDM) system comprising the following

M&L for Implementation of cloud based meter data acquisition system through server including required software, date base defining, mapping of consumers and running the vending system for each meter for lifetime validity and training users alongwith user manual for one year complete all as directed. MDAS (Meter Data Acquisition System) should have facility to download meter data periodically, shall support on demand download of instantaneous, billing, tamper data, dashboard for viewing instantanous meter data, facility to connect/disconnect meter individually, circle wise,etc. Software shall also support admin & user login view with appropriate authorisation as decided by engineer in charge. Software & Meters shall be of same company & it should be ISO 27001 (latest) certified.

Note For Item Ser No. 6: Supply and Configuration of the Web based Software with following modules:
(i) Meter Data Management Module
The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system. The MDM system would capture and provide the following data:
(a) 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency
(b) Monthly billing survey data for cum energy and max demand
(ii) Postpaid /Prepaid Billing Module The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required.

(iii) Occupation and Vacation Module
The system would support occupation / vacation and billing reports.
the software would be collecting data from meter. The software would provide access to staff as well as the occupant for the data.
(iv) Web site: There would be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use).
(v) Customer Portal
The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis.

(vi) Energy Accounting Module
The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available.
(vii) Communication Module
The system would provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master Data
The system would support meter master data repository. The system would support meter replacement process.
(ix) Excel Export
The system would support export of metering and billing data in excel format.

(x) Customer Care Module - the software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution.
(xi) Meter Installation Module - The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself.
(xii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email.

Software Note for Item Ser No. 9: (a) The software would be hosted either on GCC Server or on MES Server. In case the software is hosted on GCC Server, it would be transferred to MES server whenever the MES is made available. (b) The software would contain two year defect liability including all operating expenses such as GPRS charges, hosting charges etc. Separate AMC would be issued post completion of defect liability period
(c) GE Bank account and one payment gateway would be provided by MES. The payment gateway would be integrated with the software in that situation..
(d) The software would be scalable and expandable for meters and system of different make complying with IS16444. The software would be able to consumer web services of the future projects if required. (e) The software would enable the features of refund calculation in case of quarter vacation.
(f) The software license is for defined meters in this work. Additional meters in this work or in subsequent work would be based on proportional rate per meter.
(g) The software sample approval would be based in integration demontstrating of at least four makes of the meters (2 RF at least and 2 cellular at least)

(h) The software has to be audited by CERT-India empanelled firm/ CERT Auditor of Armed Forces and all its vunlerabilities to be removed. The cost of Audit is to be borne by the supplier and is deemed to be incl in quoted rates of item No. 1 to 7.
(i) The software would allow supporting both prepaid and postpaid billing plans. Separate groups can be created for the same.

NOTE for Item Ser Nos. 1 to 9: Provision of comprehensive maintenance including periodic charges of the telecom operator etc. Comprehensive maintenance during defect liability period along with Provision of 2 trained skilled personnel as customer support executive in BSO office shifts from 9 AM to 5 PM (Except on Sunday & Holidays) during 2 years of defect liability without any extra cost. The duties shall also include:-
(a) Support to BSO for Occuation and vacation data (b) Regular updation of tariff rate in the system as per govt policies. (c) Registering any problem that may occur in the network and co-ordinating for smooth functioning of the system. (d) Deploying all measures for corrective actions as and when required (d) Acting as a link between users and the parent company providing the metering system. (e) Providing hands on training to the MES personnel as and when required. (f) Collecting cash in case of offline recharge, offline/online payment details etc and handing over to the MES rep. (g) to reply to customer ueries, change customer details and assist in password generate. (h) To assist in trouble shooting and technical support

Eight years comprehensive maintenance including operating costs after two years of defect liability period for AMI System. They would include the following items:
(a) Monthly sim charges for meters. The contractor would ensure supply of appropriate SIMs to ensure necessary signal availability. The contractor would change the sim or sim provider as required. In case of network issues, the contractor would liaison with the telecom service providers for necessary resolution.
(b) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection / connection alerts.
(c) Software AMC. This would include necessary upgradations in the software such as support to the chrome browser changes, android version changes , iOS version changes. These changes happen on frequent basis and the software would support all the changes.

(d) Changes in the government tariff structure. The government tariff structure changes may require software upgrade. The same would be included in the AMC scope of work.
(e) Remote server admin support - Ensuring adequate database back up, upgradations in the operating system, anti virus updates, database upgrade etc.
