Notes for Item Sr No. 1 to 3: (a) The contractor would be responsible for noting down the reading from disconnected & dismantelled existing meter and depositing it with the MES.(b) It would be possible to run the meter in both prepaid and postpaid mode. (c) Smart meter should be of at least three makes and not more than one third (33.33%) from a particular make to ensure inter changeability at later stage and as per latest policy issued by E-in-C branch. (d) The manufacturers or their service providers shall furnish 05 (five) years plus 05 years of Replacement guarantee for smart prepaid meters installed under this contract. The cost of the same deemed to be included in the quoted rates for the item. (e) The OEM would need to share the LLS Key, HLS key, Authentication / Encryption keys of the meters along with relevant protocol details with the department. The department to be able to integrate the meter with any third party software of the department choice. (f) In case of the cellular meters, the cost would include two years of recurring charges. (g) The dept would not take any responsibility for the non-availability of the cellular charges. (h) Meter shall be supplied with battery backup of RTC. (j) Meter should have connect/ disconnect functionality operable for MDM/ Billing software and prepaid features would be operable for MDM/ billing end as per IS 15959 part 2. (k) The Rates quoted for these items are deemed to be inclusive of all other additional works including materials which is not mentioned here but need to be executed for proper functioning of the smart meters.

Supply and Setup of Meter Data Management (MDM) system comprising the following M&L for Implementation of cloud based meter data acquisition system through server including required software, date base defining, mapping of consumers and running the vending system for each meter for lifetime validity and training users alongwith user manual for one year complete all as directed, MDAS (Meter Data Acquisition System) should have facility to download meter data periodically, shall support on demand download of instantaneous, billing, tamper data, dashboard for viewing instantanous meter data, facility to connect/disconnect meter individually, circle wise, etc. Software shall also support admin & user login view with appropriate authorisation as decided by Engineer in charge. Software & Meters should be CERT certified.

Note For Item Ser No. 4 : Supply and Configuration of the Web based Software with following modules: (i) Meter Data Management Module The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system. The MDM system would capture and provide the following data (a) 30 min instantaneous data from all the meters for seven parameters- Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and (b) Monthly billing survey data for cum energy and max demand (ii) Postpaid/Prepaid Billing Module: The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing module would include functionalities for tariff setup, bill format setup. bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required.

(iii) Occupation and Vacation Module: The system would support occupation/vacation and billing reports, the software would be collecting data from meter. The software would provide access to staff as well as the occupant for the data. (iv) Web site: There would be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the access of the key information on an android/iOS mobiles app (for admin use) (v) Customer Portal: The system would include a customer portal for the resident /occupant to log in and view their own energy/billing data. There would be android and iOS mobile app to view data and balance on regular basis.

(vi) Energy Accounting Module: The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculati case total energy meter is also available. (vii) Communication Module: The system would provide communication of energy data and bills via print, email and SMS methods. (viii) Meter Master Data: The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export: The system would support export of metering and billing data in excel format.

(x) Customer Care Module: The software would include a customer care module where the user would be log in any complaints. The service provider would monitor necessary activities for the complaints resolution. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis. (xi) Meter Installation Module - The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (xii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change, personal detail change etc department on email.

M&L for Cloud based Vending Portal management charges, Leased line charges for cloud server connectivity & database maintainence alongwith Payment Gateway charges. This charges shall be paid per meter per year annually and same shall be implemented from 2nd years from the date of 1st meter live.

Supply and fix Static IPV6 SIM card (SIM Card charges for 05 Years from date of commissioning) and after 05 year same should be paid in advance yearly.

Supply, Installation & Commissioning of suitable PC (LED monitor 23.8 inch) with Windows 11 professional of latest configuration with intel core i7, 12700 generation, 16 GB RAM DDR-4, 1 TB SSD, 4GB intrigated graphic Card, including complete accessories like mouse, key borad for vending station software with 1500VA rating UPS with battery for backup & supply & installation of token printer for printing token & laser jet printer for printing reports, complete all as specified and as directed by Engineer-in-charge.

Software Note for Item Ser No.7 (a) The software would be hosted either on GCC Server or on MES Server. In case the software is hosted on GCC Server, it would be transferred to MES server whenever the MES server is made availble. (b) The software would contain two year defect liability including all operating expenses such as GPRS charges, hosting charges etc. Separate AMC would be issued post completion of defect liability period. (b) GE Bank account and one payment gateway would be provided by MES. The payment gateway would be integrated with the software in that situation. (d) The software would be scalable and expandable for meters and system of different make complying with IS16444. The software would be suitable for consumer web services of the future projects if required. (e) The software would enable the features of refund calculation in case of quarter vacation.(f) The software license is for defined meters in this work. Additional meters in this work or in subsequent work would be based on proportional rate per meter.(g) The software sample approval would be based in integration demontstrating of at least four makes of the meters (4 cellular at least). (h) The software has to be audited by CERT-India empanelled firm/ CERT Auditor of Armed Forces and all its vunlerabilities to be removed. The cost of Audit is to be borne by the supply rates of item No. 1 to 7.

(j) The software would allow supporting both prepaid and postpaid billing plans. (k) Cyber Security of Software:- The software provided for the smart prepaid meter shall be secure from cyber threats and shall be provided regular security patches and updates including firewall and latest feature updates. Make as per the OEM of the meter developed in India and should be compatible with third party meters (DLMS protocol).

(i) The service provider/ contractor will be responsible for making the AMI System including the service provider immune to cyber attacks, while taking care of following guidelines. All the hardware, OS and application software shall be hardened. (ii) Application, scanning and hardware scanning Tools shall be provided to identify vulnerability & security threats.(ii) Data shall be encrypted at system/device/technology level. (iv) While procuring cyber security items testing must be done and the system must be secure by design. (v) Residual information risk shall be calculated by contractor and the same shall be submitted for perusal of cyber audit teams. (vi) Penetration & vulnerability assessment test from certified auditors during Field Acceptance Test (FAT), Site Assessment Test (SAT) & operations and maintenance period. (vi) The service provider/contractor shall be responsible to obtain the Cyber Security Clearances from the Station Authorities before commission of the AMI. (m) The contractor must arrange/produce a MoU between OEM and concern GE before commencement of work, for technical support (Upgrading/updating software, trouble related to meter/software/communication etc. for 10 years after date of physical completion of work.

Note for Item Ser Nos. 1 to 7: After defect liability period of 2 year, comprehensive maintenance for the period of 08 year and extendable for 2 year will be carried out through maintenance as per E-in-C Branch guideline. Maintenance during 2 years defective liability period shall be carried out without any extra cost which also includes:- (a) Support to BSO for Occupation and vacation data. (b) Regular updation of tariff rate in the system as per govt policies. (c) Registering any problem that may occur in the network and co-ordinating for smooth functioning of the system. (d) Deploying all measures for corrective actions as and when required. (e) Acting as a link between users and the parent company providing the metering system. (f) Providing hands on training to the MES personnel as and when required. (g) Collecting cash in case of offline recharge, offline/online payment details etc and handing over to the MES rep. (h) To reply to customer ueries, change customer details and assist in password generate. (j) To assist in trouble shooting and technical support.

M&L for sub main wiring with two run of 6 Sqmm nominal cross sectional area of single core unsheathed PVC insulated FRLS-H cable, 1100 volts grade, multi stranded copper conductor and one run 6 Sqmm multi stranded copper conductor PVC insulated cable (green colour) as earth wire connected to common earth dolly drawn through & including non metallic nigid PVC conduit not less than 25 mm dia with necessary conduit accessories fixed concealed / surface only on roof & colomn) type including chase cutting in brick/ stone masonry for fixing conduit and making good the disturb surfaces of wall as per existing complete all as specified & directed. Note: Two run of 6 Sqmm phase and neutral wire and one run of 6 Sqmm earth wire with PVC conduit shall be measured as one length or one RM

Supply and fix MCB distribution board, powder coated, CRCA steel sheet, degree of protection IP 43, IK-09 with reversible double door, recess mounted, having insulated 100 Amps tinned copper bus bar, earth bar, detachable gland plate, interconnection, earthing connection, bianking plates in unused spaces as required with TPN, 415 volts, 4 ways.

S&F MCB's of 'B' series having breaking capacity 10 KA, ISI marked including required wiring connections with copper lugs of suitable size provided in MCB DBS of TPN 40 Amps.

S&F MCBs SP 6 to 32Amps, 240 volts, 10 KA rupturing capacity, 'C' curve, ISI marked, of the under mentioned type and rating and fixing in DBs (DBs Catered separately in this schedule) :-Note : Make of the MCB should be the same as that of DB

Supply and fixing of VTPN with 250 A MCCB incommer IP 43 Metal Double door 16 way all as specified and directed by EIC.

Taking Down submain wiring of any size /capacity complete all as specified and making good distributed surfaces to match with existing surfaces.

Taking down old U/s MCBs any type and capacity.

Dismantaling unserviceable main switch/DB's /incl wooden board and making good distributed surface of wall.

M&L Earthing complete as per electrical plate No 3 of MES SSR Part I with galvanised steel plate earth electrode 60 cm x 60 cm x 6.0mm, burried directly vertically in ground in a pit of depth not less than 2.5 metres below ground level with the top edge of earth plate at a depth not less than 1.5m below normal ground level connected to and including using 4 mm GI wire as earthing lead by means of bolts, nuts, check nuts and washers of galvanised iron or steel. Earthing wire protected by galvanised iron or steel pipe 15 mm bore medium grade and connected to continuous earth wire on pole/ test point. Watering pipe shall be 20mm bore GI medium grade. The earthing shall be inclusive of excavation and earth work in any type of soil,charcoal, salt,funnel , PCC earthing pit in PCC 1:3:6 type C1 and RCC cover in RC 1:2:4 type B-1 reinforced with 8mm dia bars @ 100mm c/c bothways, complete all as specified & directed.

Note 1- following items deemed to be included in quoted rate (a) Earth electrode. (b) Main earthing lead from earth electrode to test point and further to equipment to be earthed upto 7.5 metre. (c) Material and labour for connecting earth electrode and earthing lead as specified. (d) Adequate quantity of charcoal dust and common salt as per direction. (e) All labour involved including testing of earth net work. (f) Excavation and earth work or drilling hole for electrode. (g) P.C.C. pit and RCC cover. (h) Funnel with watering pipe, wire mesh and copper lugs etc. as specified. (j) G.I. protection pipe of size ordered specified for protection of earthing lead from mechanical injury or tempering. Note 2 - On testing after completion if the desired earth resistance is not obtained the earthing will be redone at no extra cost.

M&L for service cable wiring with multistrand 6 Sqmm 4 core, PVC insulated copper cable panel/DB to main meter connection, complete, all as specified and directed.

Excavation in trenches (manually) not exc. 1.5 metre wide and not exc. 1.5 metre in depth for foundations etc or for shafts wells, cessspit manholes , pier holes not exc 10 sqm on plan and getting out in soft/loose soil, complete, all as specified & directed.

Returning filing in including spreading levelling watering and well ramming in layers not exceeding 25 cm thick in soft / loose soil, complete, all as specified & directed.

Removing excavated material (soil) to a distance not exc. 50 metre and depositing where directed at a level not exceeding 1.5 metre above the strating point, complete, all as specified & directed.

M&L Sand cushioning to PVC under ground cable with screened and washed sand and punning to provide a required cover, complete, all as specified and directed.

Supply, laying and testing cable XLPE Insulated screened PVC bedded, galvanized steel strip or wire armoured, electric power cables, heavy duty, 1100 Volts grade with stranded aluminium conductor of size 10 sq mm 2 core, complete all as specified & directed.
