The bidder should have satisfactorily completed, in the last five years, one similar work of value not less than 80% of the estimated cost of work, or two similar works each of value not less than 50% of the estimated cost of work, or three similar works each of value not less than 40% of the estimated cost of work. The values of works can be updated to current price levels. Additionally, the bidder should have achieved a minimum annual financial turnover of 40% of the estimated cost of work in any one of the last three financial years. The bidder is also required to submit a list of similar works completed during previous years, duly supported with performance certificates from the authority for whom the work has been completed. For works above Rs 5.00 Crore, the bidder is required to submit a list of similar works completed during previous years. The bidder should also have a valid enlistment with the Punjab Water Supply & Sewerage Board (CE/SE/EE) under the appropriate class (more than the estimated cost of work) and category of work for works from 0.50 lakh to Rs 5.00 Crore. The bidder's available bid capacity should be more than the estimated value of the project, calculated as (A* N* 2 - B), where A is the maximum value of civil engineering works executed in any one year, N is the number of years prescribed for completion of the project, and B is the value of existing commitments and on-going works. The bidder should also have access to a line of credit and other financial resources facilities, certified by the bankers, which is 10% of the contract value. The bidder should also submit reports on their financial standing, including profit and loss statements and auditor's reports for the past 5 years. The bidder is required to submit an undertaking that they will be able to invest a minimum cash amount of up to 25% of the contract value of the work during implementation.
