The bidder is required to have prior work experience, with specific details to be provided in the bid. The bidder should have satisfactorily completed, in the last five years, one similar work of value not less than 80% of the estimated cost of work, or two similar works each of value not less than 50% of the estimated cost of work, or three similar works each of value not less than 40% of the estimated cost of work. The bidder should have achieved a minimum annual financial turnover of 40% of the estimated cost of work in any one of the last three financial years. The bidder needs to submit information on their past experience, including the value of works completed, to demonstrate their capability to execute the project. For works above a certain value, the bidder is required to submit a list of similar works completed during previous years, duly supported with performance certificates. The bidder should also have availability of personnel with adequate experience as required for this work. In terms of specific values and percentages, the bidder needs to have an available bid capacity of more than the estimated value of the project, and should be able to invest a minimum cash amount of up to 25% of the contract value of the work during its implementation. The bidder should also have liquid assets and/or availability of credit facilities of an amount not less than the estimated cash flow for 3 months in the peak construction period. Additionally, if a Sub-Contractor is used for critical components of the works or for work contents in excess of 10 percent of the value of the whole works, the bidder should provide information about the Sub-Contractor. The bidder should also have a minimum cash investment of up to 25% of the contract value during the implementation of the work, and evidence of access to lines of credit and availability of other financial resources facilities, which is 10% of the contract value.
