(h) Plant performance. The ratio between the actual and theoretical energy outputs of the SPV plant is termed as Performance Ratio (PR) and is measured in accordance with IEC 61724.Based on prevailing climatic and temperature conditions in India, a performance ratio of 80 % is expected for Mono Half cut. It shall be made of high transmittivity glass & front surface shall give high encapsulation gain, transmittance above 90 % and bending less than 0.3 %. (j) All materials used shall have a proven history of reliability and stable operation in external applications. It shall perform satisfactory in relative humidity up to 100% with temperatures between 40º C and + 85º C (Cell) and shall withstand gust up to 200 km/h on the surface of the panel. Each and every SPV module shall be checked for conformity with relavent standard and no negative tolerance shall be accepted. (k) Electrical Parameters of 525 Wp Solar PV module under STC of irradiance 1000 W/m2,AM 1.5 Spetrum & temperature 250 º C will be as under- Max Peak Power Pmax :525 Wp, Current at Pmax Ipm: :12.69 A, Voltage at Pmax Vpm : 41.40 Volts, Short Circuit Current Isc : 13.4 A, Open circuit voltage Voc: 49.20 Volts. (l) The peak-power point voltage and the peak power point current of any supplied module and/or any module string (Series connected nodules) shall not vary by more than 2 (two) per cent from the respective arithmatic means for all modules and/or for all modules strings,as the case may be. (m) Rated output of mudules shall have positive tolerance of 3-5 % & no negative tolerance is allowed.

(n) Generals requirements of PV module: (i) Module shall be manufactured in India. Module shall be made up of Mono Half cut sillicon cells. (ii) The interconnected cells shall be laminated in vaccum to withstand adverse environmental conditions. (iii) The module frame is made up of corrosion resistant materials, perferably having aluminium anodized finish. (iv) Tilt angle to be calculated as per local climatical condition to be submitted. (v) Surge arresting device to be provided at junction box and module shall be provided with bypass diode. (vi) The bidder shall carefully calculate & accommodate requisite numbers of the modules in the available area(refer topographical survey) to achieve the rated power in his bid. (vii) The SPV Module must be IEC 61215 and IEC 61730 Part 1 and part 2 certified from any of the accredited certifying agencies. (viii) The module shall be provided with a junction box with either provision of external screw terminal connection or sealed type and with arrangement for provision of bypass diode. The box shall have hinged, weather proof lid with captive screws and cables glands entry points or may be sealed type and IP 65 rated. (ix) The temperature co-efficient for the module shall not be more than 0.50%/°C. (x) Every module must have by pass diode of suitable capacity. (xi) It shall also in conformity of latest minimum technical specifications issued by MNRE from time to time.

Module Mounting Structure : (a) Design Supply, fixing, support Ballast type (Non Penetrative) structure MS hot dipped galvanised (80Micrones) with fixed tilt with min 15 degree angle on bldg roof top including PCC foundation for civil works with PCC as dead load minimum height of the lower side of the PV module should not be less than 0.35 meter and fixing the mounting arrangement suitable for PV solar modules & to withstand minimum horizontal wind speed of 200kms/hr. Module mounting structure may require to customize with respect to the site availability . 5. AC BUS and Panel: The ACDB enclosure shall be IP 42 for indoor and IP 54 for outdoor installation and shall be suitable for mounting on the trenches / on wall. The ACDB incomer shall be a four [4] pole MCCB with thermal over current and earth fault releases. The incomer shall be selected one size higher than the required rating as per Type 2 selection chart. The ACDB outgoing feeders shall be provided with four [4] pole MCBs for each feeder. 7. Lightning Protection for PV Array: Design, supply & fix Lightning Arrestor of required number of suitable Early Streamer Emission (ESE) lightning arrestors installed in the array field. Lightning arrestors/surge arrestors shall conform to IEC 60099-4 or IS:3070 except to the extent modified in the specifications. Arrestors shall be of hermetically sealed units, self-supporting construction, suitable for mounting on lattice type support structures. The air terminal is Early Streamer Emission (E.S.E.) type which shall be fixed at the top of a GI elevation pole with base so as be at least 2 meters above the structure to be protected. Its height above roof level would be dependent on the level of protection and the protection radius required. The air terminal should be working on the principle of early streamer emission using non-radioactive technology, neeeding no external power source. The air terminal should be capable of racking the lightning stroke 60 micro seconds earlier as compare to passive lightning rod. 10. Balance of System (BOS) Items /Components :- The BOS items/components of the SPV power plants system deployed under this projects must confirm to the latest edition of IEC or equivalent BIS Standard/MNRE specifications /as specified at Para 2.1 of minimal technical requirements/ stardareds for SPV system / plants to be deployed during this FY under the programs of Ministry of New and Renewable energy available on MNRE website. 11. Grid Synchronization: The system shall incorporate a uni-directional grid interactive inverter and shall be designed to supply the AC power to the grid at load end. The power conditioning unit shall adjust the voltage & frequency levels to suit the Grid.. All three phases shall be supervised with respect to rise/fall in programmable threshold values of frequency .The inverter output shall always follow the grid in terms of voltage and frequency. This shall be capable of synchronize maximum within 1 Minutes. 12. Warranty : The mechanical structures, electrical works including power conditioners /inverters/charge controllers/maximum power point tracker units/distribution boards/digital meters/switchgear/storage batteries, etc and overall workman ship of the SPV power plants systems must be warranted against any manufacturing/design/installation defects for a minimum periods of 5 years.

13. General Notes : The items of work mentioned in this schedule shall be executed as per following:- (a) The above items shall be quoted and executed on ground based on performance Guarantee basis. The performance Guarantee is related to achieving the 60 KWp generations with specified efficiency and efficacies. The contractor shall also be responsible for desired operational efficacy and desired efficiency of the system during its life cycle of minmium 25 Yrs. (b) The plan layout and schematic diagram shall be got vetted from any one of the following agencies (Approved design vetting agencies) (i) National institute of Solar energy. (ii) sardar Swarn singh National Institute of renewable energy. (iii) Solar energy corporation of (India). (iv) The Indian renewable energy development agency, The vetting agency shall also be approve the make proposed by the contractor in his plan layout and schematic diagram. (c) The successful contractor shall submit the following documents duly vetted by any one approved design vetting agency after placements of work order for approval of MNRE/SECI/NISE. (d) Design calculation: The tenderer should work out design based on the conditions prevalent at FAZILKA (PUNJAB) ,where ground specification as existing. The complete design calculations using PVSYS & PVSOL software or any other software shall be submitted for approval by any of MNRE/SECI / NISE. (e) SLD Plan depicting layout of all equipment and Sub Systems of the PV system. This shall be self contained and self explanatory representation of layout of equipment and sub systems. The dimensioned drawing of the site of work clearly marked with all sub systems components etc shall be submitted.

(f) All the documents/technical details mentioned above duly vetted as specified above shall be approved by Garrison Engineer. The Garrison Engineer may approve the documents as submitted by the Contractor or may suggest modification /alteration in documents /technical specifications duly supported with reasons for the same. The work shall be executed based on the approved doucments. In case of any dispute the matter shall be referred to Garrison Engineer. The decision of Accepting Officer shall be final and binding. (g) The drawings and other techincal details submitted by the successful contractor, alongwith all calculations, drawing, technical write ups etc shall become departmental property. Department may use these subsequently as deemed necessary. The contractor shall have no claim on these documents and their subsequents use by the department. (h) After execution of project the contractor will verify generation of electricity as per vetted design in the PVSYST & PVSOL report submitted. (j) The contractor shall ensure suitable arrangements for solar PV Panels. (k) Supply and Installation of Display board of 6’ X 4’ size showing all technical information of SPV plant shall be done by the contractor. The matter written on these boards shall be finalized with GE.
