(d) The manufacturer or their service provider shall furnish 10 (Ten) years replacement guarantee for smart meters installed under this contract. The cost of the same are deemed to be included in the rates quoted for the item.
(e) In case of Cellular communication such as 4G, NBIOT, 5G etc, the meter should be demonstrated working with more than one telecom service provider available in all the areas/stations covered under this contract.
(f) All RF meters shall be based on "MESH Technology".
(g) Meter should be integrable to third party software. Meter vender should provide all the necessary protocols and passwords including LLS key, HLS key, authentication passwords, encryption password.
(h) Meter shall be supplied with repeater battery backup of RTC.
(j) The rates quoted for this items are deemed to be inclusive of all other additional works including materials which is not mentioned here but need to be executed for proper and smooth functioning of smart meter system.
(k) The smart meter should also have provn to receive connect/disconnect command locally at optical port with use of CMRI or any other equivalent arrangement.

Supply, installation, testing & commissioning of DCUs/Gateways and the arrangement of Sim cards and Internet (data pack) to enable reliable medium for two-way communication between Smart Meter & HES. The data acquisition (Push/Pull) frequency shall be configurable. It shall push events such as tamper, power off/on etc. to HES immediately on occurrence/receipt from meters. It shall have provision for the cellular, WiFi and Ethernet communication for the backhaul to HES. It shall be capable to handle data of minimum 200 Nos. of any type of smart meter (1ph/3ph). It shall be able to communicate with the nearest meters at a distance of at least 500 m, depending on topographical features. Communication of the nearest meters with other meters shall be established through appropriate mesh formation. RF Mesh shall support self-forming and self-healing features. The equipment shall be weather proof and dust proof (minimum rating: IP54 for indoor and IP65 for outdoor installation). It shall have rechargeable lithium ion battery with backup for 1(one) hour for normal meter reading, to push tamper event, carry out on demand reading, etc.
Notes : (i) DCU would be compatible to at least three different makes of smart meter. Make : Anchor/Panasonic, L&T, HPL, Secure.
(ii) The rate of sim as well as data pack for 24 months from date of completion of work for connectivity is deemed to be included in quoted rate.

Supply and Configuration, testing & commissioning of Cloud-Hosted multi-user web-based software including cloud hosting charge during 2- year defect liability period with following modules:
(i) Head End System (HES) module : The HES to acquire data from different end points and monitor them automatically and remotely .The HES should be suitable to support the collection and storage of 15-minute interval data from end points. (ii) Meter Data Management Module :-The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system. The meter data management system would capture and provide the following data:-
(a) Real time energy monitoring with 15 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency.
(b) Monthly and quarterly billing survey data for Cumulative energy and max demand.
(iii) Post-paid /Prepaid Billing Module :-The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow post-paid and prepaid functionality as required.
(iv) Occupation and Vacation Module:-The system would support occupation / vacation and billing reports, including license fee, furniture charges, water charges in addition to electric charges. The software would be collecting data from meter. The software would provide access to authorised MES rep as well as the occupant for the data.
(v) Web site: There would be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use).

(vi) Customer Module:- The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis. (vii) Energy Accounting Module: The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available.
(viii) Communication Module: The system would provide communication of energy data and bills via print, email and sms methods.
(ix) Meter Master Data :The system would support meter master data repository. The system would support meter replacement process.
(x) Excel Export :The system would support export of metering and billing data in excel format.
(xi) Customer Care Module : The software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution.

(xii) Meter Installation Module : The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself.
(xiii) Activities Communication : The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email.
(xiv) Prepayment/Recharging Facility: The system should periodically monitor the energy consumption of prepaid consumers and decrease the available credit based on the consumption. The system should allow online / digital recharging through consumer App (Android and iOS based) and Web portal. The configuration and necessary arrangement for payment gateway and E-MRO facility shall be deemed to be included in the quoted rate. The system should send connect/disconnect command on the basis of available credit. Low credit alarm: The system will give an alarm over the consumer App and SMS to the registered mobile number in case the credit in the meter goes down below a predefined limit. Emergency credit: The meter will work even when the credit falls down to zero to prevent disconnection. This limit shall be configurable. The system should support happy hours in order to prevent disconnection in non-working hours and on holidays. The Happy hours should be configurable.
(xv)The software should be demonstrated to work in both RF and GPRS-based systems for future compatibility.
(xvi) Cyber security of software:- The software provided for the smart meters shall be secure from cyber threats and shall be provided regular security patches and updates including firewall and latest feature updates. Make: As per the OEM of the meter developed in India.
The AMISP/contractor will be responsible for making the entire AMI system including the service provider immune to Cyber Attacks, while taking care of following guidelines :
(a) All the hardware, OS and application software shall be hardened.
(b) Application, scanning and hardware scanning tools shall be provided to identify vulnerability & security threats.

(c) Date shall be encrypted at system/device/technology level.
(d) While procuring cyber security items testing must be done and the system must be secure by design.
(e) Residual information risk shall be calculated by contractor and same shall be submitted for perusal cyber audit teams.
(f) Penetration & vulnerability assessment test from certified auditors during Field Acceptance Test (FAT). Site Acceptance test (SAT) & operations and maintenance period.
(g) Audit of software for smart meter will be done by cert India empanelled firm cert auditor of armed forces. The cost of audit will be borne by the contractor.
(h) Cert Audit of smart metering system at the time of commissioning shall be carried out. Subsequent audit of the system shall be carried out after every three years cost of such audits and rectifications thereof shall be borne by contractor.
(xvii) Cloud Security :
(a) The following basic security features should be ensured by any cloud service provider(CSP) :-

(i) Strong encryption capabilities for data in transit or at rest.
(ii) Indentity and Access Management (IAM). This controls users access to cloud services create and manage users and groups , and grant or deny access.
(iii) Managed Threat Detection : This service provides a more accurate and easy way to continuously monitor and protect cloud accounts and workloads.
(iv) Managed DDoS Protection: This protection service that safeguards web applications running on cloud.
(v) Web Application Firewall: It helps protects web applications from common web exploits that can affect application availability , compromise security or consume excessive resources.
(vi) Key Management Service (KMS) : This service makes it easy to create and control the encryption keys used to encrypt data.
(vii) Certificate Manager: This manange and deploys Secure Sockets Layer/ Transport Layer Security (SSL/TLS ) certificates. (viii) Cloud Hardware Security Module (HSM) : This meets regulatory compliance requirement for data security by using dedicated HSM appliances within the cloud.
(b) CSPs also offers access to additional third- party security tools (e.g., IDS/intrusion Detection system (IDS), Intrusion prevention system (IPS), system information and event management (SIEM) to complement and enhance the consumers operation in the cloud. The third-party security tools complement existing cloud services to enable consumers to deploy acomprehensive security architecture. These security tools on cloud are equivalent and identical to the existing controls in an on-premises environment.
(c) The contractor needs to review and validate the security configurations, review the notifications and patches released by CSP and validate the same is being taken into consideration during operations, confirm that the audit trails (e.g., who is accessing the services, changes to the configurations etc.) are captured for supporting any downstream audits of the projects by the finance or audit organization such as Standard Testing & Quality certificate (STQC), MEity Govt of India.

Notes: (a) The software would be hosted on GCC Server for hosting and management of supplied software application with standby server. Firm whose GCC server is used shall be approved by GE before execution. (b) The software would contain two year defect liability including GPRS charges & hosting charges. GCC provider shall be from approved list of vendors from "MEITY". During defect liability period and eight year period thereafter, if firm is removed from approved list of MEITY, system shall be shifted to any other approved vendor without any cost to Deptt.
(c) The payment gateway would be integrated with Bank Account details as provided by GE.
(d) The software would enable the features of refund calculation in case of house vacation.
(e) Three different makes of meters (RF /Cellular) shall be integrated with same software. Same shall be demonstrated to GE before execution.

(f) The software would support other charges such as water charges, license fee, furniture charges and other allied charges.
(g) The software would allow supporting both prepaid and post-paid billing plans. Separate groups can be created for the same.
(h) One bank account detail will be provided by MES. The cost of integration of payment gateway with software and bank account deemed be included in the quoted rates. No extra charges will be paid by MES on account of integration of payment gateway with bank account and software.
(j) The software would be scalable and expandable for meters and system of different make complying with IS-16444.
(k) The software should strictly adhere to IS:15959 standard & must be compatible with all makes of smart meters and the software should be capable of handling at-least 3500 number of meters of different makes as per BIS-16444 with 25% expansion without any additional infrastructure and cost implication to MES.
(l) The software must be audited by CERT India empaneled firm/CERT auditor of Armed Forces and documentary proof of same must be produced at the time of commissioning.
