Bid Capacity
The bid capacity required in the given tender can be calculated using the formula:
Assessed Available Bid Capacity = (A * N * 2 - B)
Where
A = Maximum value of works executed in any one year during the last five years,
N = Number of years prescribed for completion of the Project/Works,
B = Value of existing commitments on the last date of submission of bids.
To be eligible, the bidder's available bid capacity should be more than the estimated value of the project/work.
Additionally, the bidder should have completed at least one of the following:
- one work of value not less than 40% of the estimated cost of work,
- two works each of value not less than 30% of the estimated cost of work,
- three similar works each of value not less than 25% of the estimated cost of work,
- three similar works each of value not less than 40% of the estimated cost of work for Lump sum works.
The bidder should also submit an undertaking that his available bid capacity is more than the estimated value of the project/work.
Technical Capacity
The bidder is required to have prior work experience as a Prime Contractor, in a Joint Venture, or as a Sub-Contractor. The experience can be in the bidder's own country or in other countries.
The bidder needs to provide information on:
- The number of years of experience
- The location of the works
- The type of works
- The value of the total contract
- The date of award and completion
- The contract duration
For works above a certain value, the bidder should have achieved a minimum annual financial turnover equal to 40% of the estimated cost of work in any one of the last few years.
The bidder should have completed similar works satisfactorily in the last five years, with values not less than a certain percentage of the estimated cost of work. The values can be updated to current price levels.
The bidder needs to provide details of similar works completed, including the value of the contract and the percentage of participation in the project. The bidder should submit testimonials or certificates from clients in support of their claim.
The value and percentage of similar works completed should be provided in a specified format, including:
- Contract value
- Percentage and amount of participation of the firm in the project/work
- Percentage and amount subcontracted by the firm
For example, the bidder needs to fill in the following information:
- Contract No. & Date
- Percentage and amount of participation of firm in the Project/Work
- Percentage and amount subcontracted by the firm

The bidder should also provide an undertaking that they will be able to invest a minimum cash up to 25% of the contract value of work during implementation of the work.
