The bid capacity required in the given tender can be calculated using the formula:

A = Maximum value of civil engineering works executed in anyone financial year during the last five financial years
N = Number of years prescribed for completion of the works for which bids are invited.
B = Value of existing commitments and ongoing works to be completed during the next [insert number of months which should be the period of completion of the PWS work for which bids are invited]
Bidders must have an available bid capacity greater than the total bid value to be qualified. Additionally, the contract will not be awarded to any bidder whose available bid capacity is less than the evaluated bid price.
Technical Capacity
The bidder is required to have experience in similar nature of work, i.e., construction of check Dam/ Weir/ Barrage across rivers, undertaken during the last five financial years. The bidder should provide information on the clients who may be contacted for further information on those contracts. The bidder should list the similar works executed during the last 5 years, including project-wise information.
The value of similar work experience should be not less than 30% of the estimated value of the bid. The bidder should have completed works with a value of not less than the amount equal to 30% of the estimated value of the bid.
The bidder should also provide the total number of years of experience in civil construction work.
In terms of specific values, the bidder should propose subcontracting components of the works amounting to more than 20% of the bid price. The annual turnover from all classes of engineering work contracts should be not less than 40% of the estimated cost in any one financial year during the last five financial years.
