The bidder must demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts. They should have completed similar civil engineering works. Specifically, the bidder should have executed similar nature of work worth 75% of the estimated cost put to tender during any three financial years taken together of the last preceding five years. The value of work executed by the applicant shall be updated to the current price level using the escalation factor. The bidder should have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any three financial years taken together of the last preceding five financial years. The bidder must secure 80% marks in aggregate to qualify. The bidder should have completed similar works with a value of at least 75% of the estimated cost put to tender. The percentage of similar works completed is 75% of the estimated cost put to tender. The bidder needs to provide details of work performed as a prime contractor in the same name and style on construction works of a similar nature and volume over the last five years. The bidder should have work experience as a prime contractor on construction works of a similar nature and volume over the last five years from the date of receipt of the bid. They need to attach a certificate from the Engineer-in-Charge, not below the rank of Executive Engineer, for the similar nature of work executed. Format-I requires the bidder to provide details of similar nature of works executed, certified by the concerned Superintending/ Executive Engineer. The bidder also needs to provide an Annual Turnover Certificate from a Chartered Accountant for the last five financial years, with a break-up of civil works and total works for each financial year, along with a Balance Sheet and Profit & Loss Statement. The available bid capacity will be calculated as under: Assessed Available Bid Capacity = (A*N*2-B) where A= Maximum value of Civil Engineering works executed in any one year during the last five years (updated to the current price level) B= Value of current price level of the existing commitments & ongoing works to be completed during the next years (period of completion of works for which bids are invited). The bidder must have completed works of a certain value to be eligible, but the exact amount is not specified. However, the bidder's total financial turnover should be at least equal to the amount put to tender. The bidder should have a total financial turn over in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 (three) financial years taken together of the last proceeding five financial years. The value of works already executed and the value of works remaining to be completed should be provided. The bidder needs to provide information on annual turnover, along with a profit and loss statement and balance sheet from a registered C.A. The bidder shall furnish the information on Annual turn over (ATO)(certificate as per Format VII enclosed) along with profit and Loss statement and balance sheet from a registered C.A. showing clearly the financial yearwise value of civil engineering works executed with updated values (considering escalation factor) mentioning UDIN number. In terms of specific values, the escalation factors range from 1.10 for the most recent year to 1.61 for the year 2019-20. The bidder must certify the maximum updated value of civil engineering works executed during one of the last 5 years, considering the escalation factor.
