The required prior work experience for the bidder includes completion of similar work, such as composite work of drilling, energisation, and commissioning, with a value of not less than Rs. 504.00 Lakhs, which is 40% of the proposed contract value. In the case of a joint venture, the bidder or their identified sub-contractor should have completed similar work, such as drilling of deep bore wells, with a value of not less than Rs. 202.00 Lakhs, which is 40% of the value mentioned in section A, and also executed similar electrical works with a value of not less than Rs. 303.00 Lakhs, which is 60% of the value mentioned in section A. The bidder should have executed a minimum quantity of similar major items of work, which is 40% of the estimated annual quantity of execution. The similar work should have been completed in the last five years, from FY 2019-20 to 2023-24, with a weightage of 10% per year given on the cost of satisfactory completed works of previous years to bring them to the current price level. The bidder should also provide proof of completion of such works, supported by a certificate from an authority not below the rank of Executive Engineer. Additionally, the bidder should have a minimum working capital requirement of 20% of the amount put to tender, which is Rs. 252.00 Lakhs. The bidder who have agreement with OLIC for previous work and have incomplete projects without any satisfactory valid reason prior to 2020-21 shall be disqualified in technical bid. The bidder is required to demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual packages. The assessed bid capacity will be calculated based on the maximum value of work executed in any one financial year during the last five years, updated to the current price level, with a rate of inflation of 10% per year. The bidder's available bid capacity will be calculated as (2x A x N - B), where A is the maximum value of work executed, N is the number of years prescribed for completion of the work, and B is the value of existing commitments and ongoing works. The qualifying quantity can be calculated as 0.4 x (estimated quantity of work) x 12 months/period of completion. For example, if the estimated quantity of work is 400 nos bore well and the period of completion is 6 months, the minimum quantity required to qualify is 0.4 x 400 x 12/6 = 320 nos bore well.
