The bid capacity required in the given tender to bid is calculated using the formula: Assessed available bid capacity = (A x N x 2) - B Where: A = Maximum value of works executed in anyone year during last five years (updated to the price level of current financial year at the rate of 7% simple interest per annum) B = Value of existing commitments or ongoing works to be completed in the next 'N' years N = Number of years rounded up to first decimal prescribed for completion of the subject contract. Additionally, the bid capacity will be calculated based on the bidder's financial turnover and cost of completed works of previous years, with a weightage of 7% per annum based on rupee value to bring them to the current financial year price level for bid capacity. The available bid capacity will also depend on the following conditions: i. Turnover: Average Annual Financial Turnover on construction works during the last three years, ending 31st March of the previous financial year i.e. 2023-24 should be at least 50 % of the estimated cost. ii. Experience: a) Three similar completed works each costing not less than the amount equal to 40% of the estimated cost, b) Two similar completed works each costing not less than the amount equal to 60% of the estimated cost, c) One similar completed work costing not less than the amount equal to 80% of the estimated cost. iii. Profitability: The bidder should be a profit(net) making firm and should not have incurred any loss in the last 2(two) financial years or any three out of last five years ending 31st March, 2024. iv. EPF Registration: The agency should have valid EPF registration. v. Credit Facility: Agency shall have Un-utilized credit facility of 10% (minimum) of Estimated cost. Alternatively, Bank Solvency: Tenderer must have solvency for an amount equal to 40% of the estimated cost. Formulas for calculating the cost of completed works of previous years: Cost of completed works of previous years shall be given weight-age of 7% per annum (Simple) based on rupee value to bring them to current financial year price level.
