Class I or Class II, where Class I means a bidder who meets the minimum local content requirement of 50%, and Class II means a bidder who does not meet this requirement.

The bid capacity required in the given tender to bid having value and formulas is as follows: i. Turnover: Average Annual Financial Turnover on construction works during the last three years, ending 31st March of the previous financial year i.e. 2023-24 should be at least 50% of the estimated cost. ii. Experience: a) Three similar completed works each costing not less than the amount equal to 40% of the estimated cost, b) Two similar completed works each costing not less than the amount equal to 60% of the estimated cost, c) One similar completed work costing not less than the amount equal to 80% of the estimated cost. iii. Profitability: The bidder should be a profit(net) making firm and should not have incurred any loss in the last 2(two) financial years or any three out of last five years ending 31st March, 2024. iv. EPF Registration: The agency should have valid EPF registration. v. Credit Facility: Agency shall have Un-utilized credit facility of 10% (minimum) of Estimated cost put to tender. vi. Bank Solvency: Tenderer must have solvency for an amount equal to 40% of the estimated cost. Formulas: - Weight-age of 7% per annum (Simple) based on rupee value to bring the cost of completed works of previous years to the current financial year price level. - Additional Performance Security: - 50% of (Difference between estimated cost put to tender and Bid Amount) if the bid amount is between 5% and 10% less than the estimated cost. - 150% of (Difference between estimated cost put to tender and Bid Amount) if the bid amount is 10% or more less than the estimated cost. Also, - For bids below 5% of the estimated cost put to tender, no additional performance security is required. - For bids from 5% and above and below 10% of the estimated cost put to tender, 50% of the difference between the estimated cost put to tender and the bid amount is required as additional performance security. - For bids from 10% and above of the estimated cost put to tender, 150% of the difference between the estimated cost put to tender and the bid amount is required as additional performance security.
