The required prior work experience for the bidder includes successfully completing or substantially completing certain categories of work during the last 07 years. These categories are: (i) Three similar works each costing not less than 30% of the advertised value of the tender, (ii) Two similar works each costing not less than 40% of the advertised value of the tender, (iii) One similar work costing not less than 60% of the advertised value of the tender. In other words, the bidder should have completed: - Three similar works with a total value of at least 30% of the tender value, - Two similar works with a total value of at least 40% of the tender value, or - One similar work with a value of at least 60% of the tender value. For composite works, the tenderer must have completed: (i) Three similar works each costing not less than 30% of advertised value of each component of tender, (ii) Two similar works each costing not less than 40% of advertised value of each component of tender, (iii) One similar work each costing not less than 60% of advertised value of each component of tender. In case of subletting, the subcontractor must have completed at least one work similar to the work proposed for subcontract, costing not less than 35% value of work to be subletted, in the last 5 years. However, for subletting of work costing up to Rs 50 lakh, no previous work experience of the subcontractor is required. The bidder should also have a minimum average annual contractual turnover of V/N or 'V' whichever is less, where V is the advertised value of the tender in crores of Rupees and N is the number of years prescribed for completion of work. Substantially completed work means an ongoing work in which payment equal to or more than 90% of the present contract value has been made to the contractor. The credential certificate should have been issued not prior to 60 days of the date of invitation of the present tender. For works started prior to 7 years but completed in the last 7 years, the completed work shall be considered for fulfillment of credentials. If a work is physically completed and a completion certificate is issued, but the final bill is pending, such work shall be considered for fulfillment of credentials. Work experience certificates from government organizations or public listed companies with an average annual turnover of Rs 500 crore and above in the last 3 financial years are considered, provided they are issued by an authorized person and supported by relevant documents such as work orders, bills of quantities, and payment receipts. The bidder should submit a certificate of familiarization, which includes details of their visit to the site, familiarity with working conditions, topography, labor availability, and access to the site. The bidder should also submit details of works completed during the previous three financial years and the current year, as well as details of works presently on hand.
