Supply , installation, testing and comission of Smart energy prepaid Meter confirming to IS-16444: 2015 (Reaffirmed 2020) and as ammended time to time, AC whole current, three phase, 4 wires Smart Energy Meter of rating 415 Volt, 10-100 Amps,50 Hz , Class 1, enclosed in polycarbonate box complete as specified in CEA notification. The meter shall communicate with Head End System (HES) on any of the communication technologies mentioned in IS-16444 Part-I. The slection of communication technology should be as per the site conditions and as per design consideration of AMI Implementing agency to meet the performance. The smart meters should be based on RF Mesh communication technology or Cellular communication technology and carry minimum 5 years warranty complete all as directed. Note: Bidder shall procure meter from three different manufacturer having minimum quantity of any one make shall not be less than 30% of total meter.

The cost of meter should include the supply of current transformer, Rated burden 15 VA, Accuracy class 0.5 S, frequency 50 Hz and voltage class 660V effectively earthed and CT ratio suitable as (60/5 to 1000/5) complete all as directed. Note: Bidder shall procure meter from three different manufacturer having minimum quantity of any one make shall not be less than 30% of total meter.

Supply , Installation and fixing Smart energy prepaid single phase meter with following specification : - AC Single phase, two wire ,tamper proof ,static meter of class 1.0, 240 V, 50 Hz , 10- 60 A conforming to IS - 16444: 2015 (Reaffirmed 2020) and relevant IEC standards with inbuilt 865-867MHz Radio frequency communication facility with self healing Mesh network with default and on demand display, billing data generation facility , anti- tamper features, microprocessor and LED/LCD based circuitry, enclosed in polycarbonate box. The meter should support the following data : (i) 30 min instantaneous data for voltage,current,Power factor ,power,cumlative energy and frequency ,30 load survey load data for energy ,monthly billing survey for cumulative energy and max demand. (ii) Meter connect / disconnect functionality operable from prepaid billing software. (iii) The meter should support open communication protocol DLMS with the software.

(ii) Bidder shall provide replacement warranty of 5 years from the date of activation of smart energy meter for any type of Defect/ fault/ Error in reading/ Non functioning of smart feature. (iii) The smart energy meter shall not have built in soft keys for recharging through token system.

Data Concentrator Unit (DCU) for RF meters - Outdoor type DCU based Monitoring / controlling panel of suitable size made out of 1.6 mm thick CRCA sheet. The DCU panel shall be able to monitor and control upto 50 meters over RF mesh and shall consist of the following equipments. (i) DCU shall have (commercial grade) minimum 1Ghz processor with 256 MB RAM, with suitable, 02 Nos. RS485 communication ports, 1 No. Ethernet port. DLMS, Modbus, IEC104 and DNP3 compatibility, Aux. supply 230V DC, Program memory backup facility for 180 days, Real time clock, Operating temperature range 0 to 70·degree celcious. with inbuilt GPRS modem (4G enabled with at least 150MBPS speed) with suitable external antenna, capable of sending data remotely and SMS as well. The DCU shall be NABL certified as per IEC 61010-1 (clause 6.8}-Dielectric and IEC 60255-27 (clause 10.5.3) -Impulse testing. The DCU shall have a remote webpage; the remote webpage shall have capability to integrate 50 such DCUs. The webpage standard design shall be capable of sending and receiving data for meter monitoring and control using a web link over Internet connection. (ii) Surge Protection device (iii) Suitable MCB (iv) 0.5 Sqmm multistranded internal wiring with ferruling suitable lugs. The modem shall be inbuild type and have following features: (i) GPRS Multi-slot GPRS class 10/8; GPRS station class B (ii) Power Class 4 (2 W@ 850/900 MHz) and Power Class 1 (1 W@ 1800/1900 MHz) (iii) QMI and MBIM enabled (iv) Auto restore -time reset

Supply and Installation of Single phase meter as repeaters ( will be required wherever RF signal strength is low).

Supply, Installation and fix Polycarbonate Box for Repeater complete all as specified and direcetd.

Material and labour for sub main wiring with four single core 6.0 Sqmm FRLSH, ISI marked PVC insulated multi stranded, unsheathed copper conductor cable and one single core unsheathed FRLS , ISI marked, PVC insulated multistranded copper conductor cable of size 6.0 Sqmm green colour as earth lead including PVC conduit/ flexible conduit or casing capping of suitable size lugs /ferrel for connection including taking down existing old unserviceable one complete all as directed. Note: Four run of 6.0 Sqmm cable , one run of earth wire of 6.0 Sqmm and one run of PVC conduit/ flexible conduit or casing capping shall be measured as one length.

Excavation in trench in soft/loose soil not exc. 1.5 mtr width and n. exc 1.5 mtr in depth and getting out for taking up or laying UG cable for soft / loose soil complete all as specified and directed.

Returning, filling in, including spreading, levelling, watering and well ramming in layers n.exc 25 cm thick as in soft/loose soil complete all as specified and directed.

Removing excavating material n.exc 50 m and depositing where directed at a level not exceeding 1.5 m above the starting point complete all as specified and directed.

Supply & laying Sand coarse dry as in cushioning of underground electric cable in trenches, laid to a uniform thickness of 23 cm (15 cm under the cable & 8 cm over the cable ) and gently punned down to 18 cm thickness complete all as specified and as directed. Note :- Only punned down thickness of sand shall be considered for measurement and payment.

M&L for Bricks; common burnt clay building bricks, sub-class ‘B’ designation 75, locally available laid dry width wise across the line of cable in trenches for protection of UG cable complete all as specified and as directed.

Supplying, laying & testing LT XLPE insulated armoured heavy duty electric cable 1100 volt grade ISI marked with alumimium conductor multistranded cross sectional area 35 Sqmm 3.5 Core complete all as specified and as directed

S&F GI tubing, light grade with all fittings 40 mm bore for laying of cable under trenches, road, fixed to wall/pole with suitable size of MS flat clamps for cable protection complete all as specified and directed .

SCHEDULE "A" PART II (HES and Data management work) Supply, installation, testing and commissioning of Head-End System and Meter Data Module designed to manage meter data and consumer information for 20000 meter nodes. The system should support the following functionalities: - Data Management: Efficiently handle and remove consumer information as needed. - Data Reception: Seamlessly receive data from both SIM/internet-based Data Concentrator Units (DCUs) and standalone SIM-based meters. - Meter Updates: Facilitate the updating of meter information. - Consumer Details: Allow for the updating of consumer information. - Energy Parameters: Enable updates to energy parameters, such as sanctioned load. - Record Keeping: Maintain comprehensive records of all relevant data. Tariff Management Module: The Tariff Management Module will: - Update Tariffs: Maintain and update the latest tariffs according to different categories. - Manage Revisions: Handle tariff revisions for various categories. - Discount Provisions: Include provisions for applying discounts as needed. HES and MDM shall be of same make Note: Quoted rate shall deemed be inclusive of integration of approx 3000 Nos. of smart energy prepaid meter with HES

Supply & fix SCADA server workstation having computer processor 2Ghz along with the enclosure. The processor must be Processor- 7th gen intel Core TM i5 processor (2.6GHz) and 16GB DDR4 RAM 2400MHz or higher with two hard drives - Solid State Drive 512GB + 1TB Hard Drive. Along with Graphic Card- NVDIA graphics memory and screen monitor of 27 inches for the SCADA work station system which must be accompanied by all peripherals such as mouse, keyboard, firewall, etc. with dedicated UPS supply having 30 minutes of backup and a laserjet (B/W printer) - A4 Size complete all as specified and directed.

Supply installation and commissioning of 55 inches screen of a reputed make that may be attached to the existing computer system for viewing/ monitoring and controlling of the centralized system complete all as specified and directed.

Supply, Installation, Testing and Commissioning of Hosting and Configuration for Web-Based Metering Software. The service includes: Web-Based Metering Software Hosting: Hosting and configuration for web-based metering software, including web setup and user credential management. Metering Points: Support for up to 3000 metering points, with scalability to accommodate up to 20,000 nodes. Cloud Hosting: MeitY Cloud hosting for the Meter Data Management (MDM) solution, incorporating billing and demand modules. User Access: Capability for 50 concurrent users. Data Pooling Frequency: Options for data pooling at intervals of 5 minutes or 15 minutes. Note :- (i) The Server through which web hosting will be done compliance with existing relevant Indian Standard with its latest amendments for data security, 24 X 7 customer service etc. (ii) PC/Laptop for web hosting and vending etc works will be provided by the department. (iii) Cyber security Audit carried out by Indian computer emergency responisive Team (CERT-IN) empanelled security advisor.

Recurring Monthly Sim charges (GPRS/Internet and SMS charges) including HES and data management charges post commisioning and activation of smart energy meter. Note : (i) Recurring monthly payment may be claimed by contractor from 1st day of next month till the date of completion of Part-I of contract post commissioning and activation of smart feature of meter. (ii) Phasing of metering work during completion period of Part-I of subject tender is as per PS clause Phasing of works & Schedule of payment''

Upgradation for every 100 subsequent nodes of Hosting and Configuration for Web-Based Metering Software including web setup and user credential management complete all as directed.

Upgradation for every 15000 subsequent nodes for Head-End System and Meter Data Module designed to manage meter data and consumer information complete all as directed.

SCHEDULE "A" PART III (Comprehensive Maint of Metering Infrastructure) Comprehensive AMC for Eight (08) years peiod and started from the date of completion of Part-I of CA . The AMC would include the following items :- (i) Monthly Sim charges (GPRS/Internet (SIM) Charges). The contractor would ensure supply of appropriate SIMs to ensure necessary signal availability. The contractor would change the sim or sim provider as required (ii) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection/connection alerts. (iii) AMC of HES, Meter Data Management and Hosting & Configuration for web based metering software all as per Item No. 21 and Item No. 25 of BOQ part-II : This would include necessary upgradations in the software such as support to the chrome browser changes, android version changes, iOS version changes. These changes happen on frequent basis and the software would support all the changes, maintaining the HES and MDM serviceable (iv) Changes in the government tariff structure. The government tariff structure changes may require software upgrade. The same would be include in the AMC scope work. (v) Remote server admin support - Ensuring adequate data base backup, upgradations in the operating system, anti virus updates, database upgrade etc (vi) Reports developement - The additional reports as needed for the success of the project would be developed (vii) Software installation on any alternate/backup server if required (viii) 24*7 Customers care support, configuration of the prepaid/replaced hardware in the system, reconfiguration of the replaced meters.The communication network monitoring and support, Trouble shooting and necessary actions to run the system as required, software bug fixing as and when required.
