Carrying out the following laboratory tests on the soil samples as per IS codes: - per B/H.
(a) (i) Sieve analysis and Hydrometer tests of identification and classification of soil bases on properties and grain size.
(ii) Specific gravity of the soil.
(iii) Studies of settlement characteristics of soil based on consolidation tests and liquid and plastic limit. (iv) Stratification of soil for entire depth of bore log including ground water table location and other properties. Evaluation of shear parameters of undisturbed soil samples by adopting direct shear test.
(v) Nature moisture content (NMC), void ratio and porosity, Tri- axial and direct shear test and confined compression test of undisturbed samples and bulk,submerged and dry density of the soil.
(b)Compilation of SSI Report as per IS (viz. Filed and laboratory test results, Preparation of reports, Recommendation for different type of foundations, water table) with clear unambiguous recommendations for types of foundation for all structures with bearing capacity/pile capacities. The recommendations will be duly vetted by the vetting agency as per Notes.

Submission of all report booklets 05 (Five) copies with CD 01 (One) copy duly indicating the following:-
(i) Evaluation of safe bearing capacity of the soil with respect to shear failure test and permissible settlement (Total and differential) alongwith recommendation about type of foundation and minimum depth of foundation to be adopted.
(ii) Evaluation of liquefaction potential.
(iii) Evaluation of K-value.
(iv) Specific suggestion if any soil treatment if required below foundation/ ground floor/ roads and type of treatment to be carried out.

(m) Annexure including bore logs, c-Ø and indicated for BHs, likelihood of water- logging at site must also be checked.
2. If the soil/water has high (more than permissible) contents of sulphate, chlorides or any other deleterious material, the same should be brought out and appropriate recommendation be offered. The required chemical analysis needs to be undertaken for the same.
3. All relevant IS code on the subject should be followed and mentioned at appropriate places. Signed copy to be forwarded.

01 No. RTU/ PLC with follwing specifications:-
a). Must have ARM based Controller with Cortex-A53 64-bit @ at least 600MHz with 512MB RAM. Controller’s processor must be different from modem’s processor.
b) Inbuilt 4G modem with fallback and suitable antenna to communicate with remote or local server.
c) The RTU/PLC must be capable of receiving data from field equipment(s) of protocols mentioned in point number 5 (below). Additionally, it should be also be able to receive and generate digital and analog inputs/ outputs.
d) Further, the RTU/ PLC must be capable of generating control commands (based on automated logic) or transferring control command generated by the app or online interface.

(ii) No Charges towards internet and sim card shall be paid extra by the department. The quoted rate shall be included of sim and internet activation and periodic recharges for 4 months trial running period including testing & Commissioning and 2 years Defect Liability Period

All numerical relays shall be rated for control supply voltage as mentioned elsewhere under system parameters and shall be capable of satisfactory continuous operation between 80-120% of the rated voltage. Making, carrying and breaking current ratings of their contacts shall be adequate for the circuits in which they are used. Contacts for breaker close and trip commands shall be so rated as to be used directly used in the closing and tripping circuits of breaker without the need of any interposing / master trip relays. Threshold voltage for binary inputs shall be suitably selected to ensure avoidance of mal operation due to stray voltages and typically shall be more than 70% of the rated control supply voltage.
Failure of a control supply and de-energization of a relay shall not initiate any circuit breaker operation. Relays shall have event recording feature, recording of abnormalities and operating parameters with time stamping. Event records & alarms shall be stored in Non-volatile memory and failure of control supply shall not result in deletion of any of these data. All Numerical relays shall have features for electrical measurements including voltage, current, power (active & reactive), frequency, power factor and energy parameters (active & reactive). All the relays must have completely programable minimum 4 nos heavy duty power trip output contacts, completely programable minimum 6 nos alarm contact, completely programable 16 nos Binary Inputs .
All numerical relays shall have provision of both current (CT) and voltage (VT) inputs as required for protection & measurement purposes using protection cores. Current Inputs of the relays shall be suitable for both 1A and 5A (Selectable at site, either through software or Hardware link)
All numerical relays shall have key pad / keys to allow relay setting from relay front. Relay to be self or hand reset type which shall be software selectable. Manual resetting shall be possible from remote. Relays shall have self-diagnostic feature with continuous self-check for power failure, program routines, memory and main CPU failures and a separate output contact for indication of any failure. Design of the relay must be immune to electromagnetic interference.

Note : Quoted rate shall deemed to be inclusive of taking down existing non-functional relay, making necessary changes in control wiring & panel opening. The work shall be executed under guidance of rep of OEM. Contractor shall ensure setting of relays as per fault level of 33/11 KV sub stn including fault & time discrimination settings in upstream & low stream relays in 33 KV GIS & 11 KV existing VCB panels.

Operation and Comprehensive maintenance of SCADA system hardware and software including accessories installed including upgradation, performance monitoring, system backup, patch management, updates, emergency response and troubleshooting and the UPS system provided shall be included in this item including replacement of battery in this period and as specified and directed. The period of first two year shall be covered under Defect Liability Period of contract and all activities including servicing/routine maint/inspection shall be part of it.
Note: (i) Payment shall be made on monthly/ quarterly /half yearly/ yearly basis in equal installments of amount due for that year on submission of RAR by the contractor and furnishing proof of payment to the employees to GE. (ii) No charges towards internet and sim card shall be paid extra by the department. The system shall be included with sim and internet activation and periodic recharges during operation & Maintenance period.
