The Eligibility requirements mentioned are Experience Criteria and Past Performance. For Experience Criteria, the bidder or its OEM should have regularly manufactured and supplied same or similar category products to any Central/State Govt Organization/PSU for 3 years. For Past Performance, the bidder or its OEM should have supplied same or similar Category Products for 50% of bid quantity, in at least one of the last three Financial years before the bid opening date to any Central / State Govt Organization / PSU, with a weightage of 50%. The values mentioned for eligibility requirements are: 1. 50% weightage for past performance. 2. 15% margin of purchase preference/price band for MSE sellers. 3. 25% percentage of total quantity for contract award to MSE sellers if L-1 is not an MSE. 4. 3 years of past experience required for the same/similar service. The technical certification required by the bidder to participate in this tender includes: 1. Certificate from the OEM regarding the percentage of local content and details of locations where local value addition is made. 2. Declaration relating to the percentage of local content, which should be certified by a statutory auditor or cost auditor if the OEM is a company, or by a practicing cost accountant or chartered accountant for OEMs other than companies. 3. Udyam Registration and online validation through the Udyam Registration portal for MSEs. 4. Documentary evidence to prove eligibility for exemption from experience/turnover criteria, if applicable. 5. Documentary evidence to prove that the bidder is the Service provider of the offered Service. 6. Relevant contracts (proving supply of cumulative order quantity in any one financial year) to support the quantity supplied in the relevant Financial year.
