The required prior work experience for the bidder includes experience in projects that comply with the eligibility criteria specified. For Categories 1 and 2, the bidder should have experience in projects with an estimated capital cost exceeding Rs. 41.77 Crore, and should provide expenditure on development of the project and/or revenues appropriated. For Categories 3 and 4, the bidder should have experience in construction projects where the amount paid or received exceeds Rs. 41.77 Crore. The value of similar works completed is to be provided in a specified format, which includes the total estimated capital cost of the project, capital expenditure incurred during the past five financial years, and eligible annual revenues collected and appropriated. However, no specific percentage of similar works completed is mentioned. The bidder's experience will be measured and stated in terms of the Experience Score, which is calculated based on eligible payments and/or receipts, with applicable factors for different categories: Category 1: 1.45, Category 2: 1.0, Category 3: 1.0, and Category 4: 0.70. The Experience Score for an Eligible Project in a given category would be the eligible payments and/or receipts divided by one crore and then multiplied by an applicable factor. The amount of Rs. 41.77 Crore is the threshold for eligible projects, and payments/receipts of less than Rs. 40.56 Crore shall not be reckoned as payments/receipts for Eligible Projects. The bidder should provide a certificate from its statutory auditor in the specified format, which includes details such as the name of the project, nature of the project, commencement date, commissioning date, amount received/paid by the bidder, and total estimated capital cost of the project. The bidder should also provide information on the total payments received/made and/or revenues appropriated for each Eligible Project, with a break-up for the past 5 financial years. The figures should indicate the year-wise payments, with Year 1 referring to the financial year immediately preceding the Bid Due Date, and so on. The bidder should provide the equity shareholding of the Bidder in the company owning the Eligible Project, held continuously during the period for which Eligible Experience is claimed, along with the percentage of total paid-up and subscribed equity capital. The required prior work experience for the bidder is specified in terms of "Eligible Experience" which should be furnished for the last 5 financial years. The experience should be in respect of Eligible Projects, and the bidder should quote experience in respect of a particular Eligible Project under any one category only. The Experience Score of the Bidder shall be computed as a weighted average of the Experience Score of a member and its proposed equity stake (%) in the Consortium. However, the experience score taken into assessment will be only of those who contribute a minimum 26% share to the Consortium. The sum total of experience in respect of each Eligible Project is restricted to a ceiling equivalent to the Estimated Project Cost. For projects in OECD countries, the Experience Score is further adjusted by a factor of 0.5.
