The bidder must have prior work experience in eligible projects, which are categorized into four types. For Categories 1 and 2, the bidder should provide the date of commissioning of the project, while for Categories 3 and 4, the date of completion of construction should be indicated. The experience for each category would be computed as per the weight of the following factors to arrive at the aggregated Eligible Experience. The bidder should have experience in similar works, with at least one similar work of 20% of the Estimated Project Cost completed from the Eligible Projects in Category 1 and/or Category 3 individually by any of the JV members as a single work. For normal Highway projects, the bidder should have completed at least one similar project in the last 10 financial years preceding the Bid Due Date. For Stand-alone specialized projects, such as Major Bridges/ROB/Flyovers, the bidder should have completed at least one similar Major Bridge/ROB/Flyover project in the last 10 financial years preceding the Bid Due Date, having a span equal to or greater than 50% of the longest span or 100m, whichever is less, of the structure proposed in this project. The cost of such similar project should be at least 20% of the Estimated Project Cost. The sum total of the payments received for construction of Eligible Project(s) or construction works undertaken by itself in a PPP project should be more than Rs. 12.11 Crores. Additionally, for a project to qualify as an Eligible Project under Categories 1 and 2, the entity claiming experience should have undertaken the construction of the project for an amount equal to at least one half of the Project Cost of eligible projects. A project shall be considered to be completed, if more than 90% of the value of work has been completed and such completed value of work is equal to or more than 20% of the Estimated Project Cost. The bidder should have received payments from its client(s) for construction works executed, fully or partially, or work executed and certified by the Engineer-in-charge/ Independent Engineer/ Authority’s Engineer during the 5 financial years immediately preceding the Bid Due Date. The value of existing commitments, works for which the bidder has emerged as the winner of the bids, and on-going works should be updated to the price level of the year indicated in the table. The up-dation factor for the year is given as: Year-1: 1.00, Year-2: 1.05, Year-3: 1.10, Year-4: 1.15, Year-5: 1.20. The amount of bonus received, if any, in EPC Projects during the last 5 years should be updated to the price level of the year indicated in the table. The percentages mentioned are: 26% equity during the entire year for which Eligible Experience is being claimed, 50% of the longest span, 100% of the requirement for Joint Venture, 60% requirement of Bid Capacity, Technical and Financial Capacity for Lead Member, 20% requirement of Bid Capacity, Technical and Financial Capacity for other JV members, 20% of the Estimated Project Cost, 90% of the value of work has been completed, and 5% of the amount specified as the Estimated Project Cost. The bidder should have completed at least one similar Major Bridge/ROB/Flyover project in the last 10 financial years preceding the Bid Due Date, having a span equal to or greater than 50% of the longest span (22.7m) or 100m, whichever is less, of the structure proposed in this project. The cost of such similar project should be at least 20% of the Estimated Project Cost. In case of delayed projects, if the contract value of the delayed project was not less than Rs. 300 Crores and the bidder had failed to achieve the Completion of any project within a period of 90 days from the Schedule Completion Date of the project, unless such failure had occurred due to Force Majeure or for reasons solely attributable to the Authority, the bidder shall be deemed to be ineligible for bidding this project.
