The required prior work experience for the bidder includes experience in works such as Building Construction, Building Maintenance, repairs/retrofitting/structural repairs, Construction/repairs of Asphalt/Concrete Roads, laying/rehabilitation of sewer lines, laying/rehabilitation of water pipe lines, repairs/maintenance/construction of culverts, Horticultural development & Maintenance Works, Protection & Maintenance of Trees, and Works related to Tree Census. The bidder should have completed or ongoing works in these areas, with a minimum experience requirement of 3 years for Horticulturist and Technical Supervisor positions. The value of executed works shall be brought to current costing level by enhancing the actual value of work at a compound rate of 10% per annum. The bidder's prior work experience in similar areas should be considered, with the value of executed works being enhanced by 10% per annum. The bidder should have experience of at least 100% of the estimated value of the work in any one of the previous three financial years. The contractual payments received by the JV firm or the arithmetic sum of contractual payments received by all the members of the JV firm in any one of the previous three financial years should be at least 100% of the estimated value of the work. For composite works, at least one member should have satisfactorily completed 35% of the value of any one component of the project work, or any member having satisfactorily completed 35% of the value of work of each component during the last three financial years. The bidder's bid capacity will be calculated as Assessed Available Bid Capacity = (A* N* 2 - B), where A is the maximum value of any works executed in any one year, N is the prescribed period for completion, and B is the value of existing commitments. The amount of compensation for delay is calculated as a percentage of the contract value, ranging from 0.5% to 5% per week, depending on the completion period. The total compensation for delay should not exceed 10% of the contract value for projects with a completion period not exceeding 3 months, 7.5% for projects exceeding 6 months but not 2 years, and 5% for projects exceeding 2 years. The bidder should have annual financial turnover for preceding three financial years, and should have access to or have available liquid assets, unencumbered assets, lines of credit and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements for the subject contract in the event of stoppage, start-up, or other delay in payment, of the minimum 15% of the cost of the work tendered for, net of the tender’s commitment of other contracts.
