The required prior work experience for the bidder includes satisfactorily executing work of similar nature as a prime contractor or as a nominated sub-contractor in the last three years. The required prior work experience can be demonstrated in three ways: - Three similar completed works each of value not less than 20% of the estimated cost put to tender - Two similar completed works each of value not less than 25% of the estimated cost put to tender - One similar completed work of value equal to or not less than 40% of the estimated cost put to tender. The value of executed works shall be brought to the current costing level by enhancing the actual value of work at a compound rate of 10% per annum. Similar work experience includes building construction, building maintenance, repairs, retrofitting, structural repairs, construction or repairs of roads, laying or rehabilitation of sewer or water pipe lines, and horticultural development and maintenance works. Additionally, the bidder should have achieved an average annual financial turnover of at least 30% of the estimated cost of work in the last three financial years. The bid capacity of the prospective bidders will be calculated based on the maximum value of any works executed in any one year during the last five years, updated to the price level of the financial year in which bids are received at a rate of 10% per year. The required prior work experience for the bidder also includes repairs/maintenance/construction of culverts, horticultural development, maintenance works, protection and maintenance of trees, and works related to tree census. Private works experience shall not be considered. In terms of specific values, the bid capacity is calculated as Assessed Available Bid Capacity = (A * N * 2 - B), where A is the maximum value of any works executed in any one year, N is the prescribed period for completion of works, and B is the value of existing commitments. The bidder's prior work experience is specified in terms of technical eligibility criteria, requiring the Lead member of the JV firm to meet at least 35% requirement of technical capacity as stipulated in the tender document. Financial eligibility criteria also require that the contractual payments received by the JV firm or the arithmetic sum of contractual payments received by all the members of the JV firm in any one of the previous three financial years shall be at least 100% of the estimated value of the work as mentioned in the tender. The security deposit is mentioned as 2% of the contract sum, and the additional security deposit is applicable when a rebate of more than 12% is quoted.
