The required prior work experience for the bidder includes having satisfactorily executed work of similar nature as a prime contractor during the last three years. The required prior work experience can be demonstrated in three ways: - Three similar completed works each of value not less than 20% of the estimated cost put to tender - Or, two similar completed works each of value not less than 25% of the estimated cost put to tender - Or, one similar completed work of value equal to or not less than 40% of the estimated cost put to tender. The value of executed works shall be brought to the current costing level by enhancing the actual value of work at a compound rate of 10% per annum. Similar work includes completed or ongoing works in areas such as building construction, building maintenance, repairs, retrofitting, structural repairs, construction or repairs of roads, laying or rehabilitation of sewer or water pipe lines, repairs, maintenance, or construction of culverts, horticultural development and maintenance works, protection and maintenance of trees, or works related to tree census. Additionally, the bidder should have achieved an average annual financial turnover equal to 30% of the estimated cost of work in the last three financial years. The bidder needs to provide information on the cost of the project, date of issue of work order, stipulated date of completion, actual date of completion, and actual cost of contract done. The bidder also needs to meet specific financial requirements, with values ranging from Rs. 200 lakhs to Rs. 0.50 lakhs, depending on the class of the contractor, and have a certain amount of solvency, ranging from Rs. 200 lakhs to Rs. 0.25 lakhs. In terms of percentage, the bidder needs to provide information on the rebate quoted, with an additional security deposit applicable if the rebate is more than 12%. The additional security deposit is calculated as 1% of the estimated cost for each percentage and part thereof above 12% rebate, up to 20% rebate, and 8% + 2% extra for each percentage and part thereof above 20% rebate. The bid capacity of the prospective bidders will be calculated based on the maximum value of any works executed in any one year during the last five years, updated to the price level of the financial year in which bids are received at a rate of 10% per year. The bidder's prior work experience is evaluated based on technical eligibility criteria, which requires the Lead member of the JV firm to meet at least 35% requirement of technical capacity for single discipline works, and at least one member to have satisfactorily completed 35% of the value of any one component of the project work for composite works. The financial eligibility criteria require the contractual payments received by the JV firm or the arithmetic sum of contractual payments received by all the members of JV firm in any one of the previous three financial years to be at least 100% of the estimated value of the work.
