The required prior work experience for the bidder includes satisfactorily executing work of similar nature as a prime contractor during the last three years. The required prior work experience can be fulfilled in three ways: - Three similar completed works each of value not less than 20% of the estimated cost put to tender - Two similar completed works each of value not less than 25% of the estimated cost put to tender - One similar completed work of value equal to or not less than 40% of the estimated cost put to tender. The value of executed works shall be brought to the current costing level by enhancing the actual value of work at a compound rate of 10% per annum. Similar work experience includes building construction, building maintenance, repairs, retrofitting, structural repairs, construction or repairs of roads, laying or rehabilitation of sewer or water pipe lines, and horticultural development and maintenance works. Additionally, the bidder should have achieved an average annual financial turnover equal to 30% of the estimated cost of work in the last three financial years. The bid capacity of the prospective bidders will be calculated based on the maximum value of any works executed in any one year during the last five years, updated to the price level of the Financial year in which bids are received at a rate of 10% per year. The average annual financial turnover should be equal to 30% of the estimated cost of work in the last three financial years immediately preceding the Financial Year in which bids are invited. Private works experience shall not be considered. The bidder's prior work experience is evaluated based on technical eligibility criteria. For works involving a single discipline, the Lead member of the JV firm shall meet at least 35% of the requirement of technical capacity as stipulated in the tender document. For composite works, at least one member should have satisfactorily completed 35% of the value of any one component of the project work. The financial eligibility criteria require the contractual payments received by the JV firm or the arithmetic sum of contractual payments received by all members of the JV firm in any one of the previous three financial years to be at least 100% of the estimated value of the work.
