The required prior work experience for the bidder includes: - Three similar completed works or currently executing three works of similar nature, each costing 30% of the estimated cost. - Two similar completed works or currently executing two works of similar nature, each costing 40% of the estimated cost. - One completed work or currently executing one work of similar nature, of aggregate 60% of the estimated cost. The value of completed works shall be brought to the current costing level by enhancing to the actual value of work at a compound rate of 10% per annum. In case of ongoing works, the bidder must have received payment bills of 80% of the contract sum for the work/works executed last day of the month previous to the one in which bids are invited. Similar experience is required for works such as construction of any type of Pumping Stations & ancillary works, any type of construction works in creek/sea, and any type of construction works with Micro-Tunneling methodology or other special methodologies. The required prior work experience for different designations is as follows: - Project Manager: 20 years - Deputy Project Manager: 12 years - Project/Site Engineer: 5 or 10 years (depending on the qualification) - Quality Engineer: 8 years - Surveyor: 8 years - Project Planning/Billing Engineer: 6 years The cost ranges and corresponding technical staff requirements are: - More than 100 crore: - Project Manager: 1 person with 20 years of experience - Deputy Project Manager: 2+1 persons with 12 years of experience - Project/Site Engineer: 4 persons with 5 or 10 years of experience - More than 50 to 100 crore: - Project Manager: 1 person with 20 years of experience - Deputy Project Manager: 1+1 persons with 12 years of experience - Project/Site Engineer: 2+1 or 5 or 10 persons with 5 or 10 years of experience - More than 20 to 50 crore: - Project Manager: 1 person with 20 years of experience - Deputy Project Manager: 1+1 persons with 5 or 10 years of experience - Project/Site Engineer: 1 person with 8 years of experience Technical eligibility criteria: In case of Work involving single discipline, the Lead member of the JV firm shall meet at least 30% requirement of technical capacity. OR In case of composite works, at least one member should have satisfactorily completed 35% of the value of any one component of the project work. Financial eligibility criteria: The average annual contractual payments received by the JV firm or the arithmetic sum of average annual contractual payments received by all the members of JV firm in any one of the previous three financial years and shall be at least 30% of the estimated value of the work. Additionally, specific percentages of similar works completed, such as 15%, are mentioned in the context of rate analysis submission. If the rate analysis submitted by L2 bidder who has quoted above or below 15% is called, no negotiation with L2 bidder is permitted.
