Bidders must demonstrate technical capacity and experience by having received payments for constructing eligible projects or undertaking construction work in a PPP project within the past five years. The total amount, adjusted, must exceed the bid value. For standard highway projects, at least one similar project (20% of estimated project cost) must be completed. For projects with four or more lanes, experience with two-lane or more projects is needed; for projects with up to two lanes and paved shoulders, all eligible project experience is considered. A project is considered complete if over 90% of the work is finished and its value equals or exceeds 20% of the bid value. For Category 1 projects (PPP), the bidder must have held at least 26% equity, the project's capital cost must exceed 5% of the estimated project cost, and the bidder must have undertaken at least half the construction/maintenance. For Category 3 projects, the bidder must have received payments from clients for construction/maintenance work exceeding 5% of the bid value. Double counting of experience is not permitted. Maintenance works are considered eligible projects.

Bid capacity must exceed the total bid value. It's calculated as: (A*N*2.5 – B + C), where A = maximum value of civil engineering works (excluding bonuses) in any one year during the last five years (updated to the price level), B = value of existing commitments (updated to the price level), and C = bonuses received (updated to the price level). N = Number of years prescribed for completion of work.

Bidders must demonstrate technical capacity based on experience in the highways sector (highways, expressways, bridges, tunnels) over the past five years. Projects in developed OECD countries receive a 0.5 multiplier on their experience score. Details of experience in categories 1 and 3 are required, with weighting applied to determine aggregated eligible experience. Specific project types considered include widening, reconstruction, and upgrading works on various road categories, construction of standalone bridges and ROBs, tunnels, and long-term OMT works. Projects involving RIDF, PMGSY roads, and similar road development may be considered for overall technical capacity. Bidders must also demonstrate equipment availability and technical personnel with specified qualifications and experience (Project Manager, Site Engineer, Incident Manager, Road Safety Auditor).
