Bidders must demonstrate technical capacity and experience over the past five financial years. This includes payments received for constructing eligible projects or undertaking construction work in a PPP project, totaling more than the bid value. For highway projects, at least one similar completed work (20% of the estimated project cost) is needed from Categories 1 and/or 3. For projects with four or more lanes, experience with two-lane or more projects is required; for projects with up to two lanes and paved shoulders, all eligible project experience is considered. A project is considered complete if over 90% of the work is finished and its value is at least 20% of the bid value. Category 1 (PPP projects) requires the bidder to have held at least 26% equity, the project's capital cost exceeding 5% of the estimated cost, and the bidder undertaking at least half the construction/maintenance. Category 3 requires payments received from clients for construction/maintenance exceeding 5% of the bid value. Double counting is not allowed. Joint ventures must meet criteria individually and collectively; the lead member needs at least 60%, and others at least 20%. One similar work (20% of the estimated project cost) must be completed individually by a JV member. Maintenance works are considered eligible projects. Eligible highway projects include widening, reconstruction, or upgrading works on various road categories, construction of bridges, tunnels, and long-term OMT works. Projects involving road development, bridges, or culverts may be considered for overall technical capacity. The revised project cost is used if both estimated and revised costs are provided.

Bid capacity is calculated using a formula: Assessed Available BID capacity = (A*N*2.5 – B + C), where N = Number of years for project completion, A = Maximum value of civil engineering works (excluding bonuses) in one year over the last five years (price-adjusted), B = Value (price-adjusted) of existing commitments and ongoing works to be completed during the project period, and C = Bonus received (price-adjusted) in EPC projects over the last five years. The assessed available bid capacity must exceed the total bid value.
