The important information given under the technical capacity header, which is specifically related to prior work experience, includes: * The Bidder should have completed at least one similar work of 20% of the Estimated Project Cost from the Eligible Projects in Category 1 and/or Category 3, which is Rs. 595.19 Lacs. * The experience of the Eligible Projects in Category 1 and/or Category 3 shall be of 2 lane or more for 4 lane or above configurations projects. * For projects with lane configuration up to 2 lane with paved shoulder, all experience of the Eligible Projects in Category 1 and/or Category 3 shall be considered irrespective of lane configurations. * Maintenance works are considered as eligible projects for evaluation under Technical capacity. * The project cost should be restricted to the share of the applicant in the joint venture for determining eligibility. * The Technical capacity in respect of an Eligible Project situated in a developed country which is a member of OECD shall be further multiplied by a factor of 0.5. * The Bidder shall, over the past 5 (five) financial years preceding the Bid Due Date, have received payments for construction of Eligible Project(s), or has undertaken construction works by itself in a PPP project, such that the sum total thereof, is more than the tendered / Bid value (i.e. Rs. 2975.95 Lac). * The Bidder must have experience in works of Expressways, National Highways, ISC & EI works, as evidenced by certificates from statutory auditors, clients, or engineers-in-charge. * The Bidder must provide a certificate regarding construction/maintenance works executed by them, including the nature of the project, commencement and commissioning dates, and total estimated capital cost of the project. * The certificate must also include year-wise details of payments received by the Bidder for construction/maintenance works executed by them, with a total value of at least Rs. …… cr. (Rupees ………………… crore) during the past five financial years. * The Bidder's share in the Joint Venture/Consortium must be specified, with a percentage value (e.g., _____%). * The Bidder must have experience in similar type of work, with specific requirements for different categories of work (e.g., Category 3 & 4). * The Bidder must have a minimum amount of experience in specific areas, such as: - 4 years on Highway Construction/Maintenance works for a Site Engineer-cum-Surveyor Engineer-cum-Material Engineer. - 3 years on Highway Property Management and Maintenance for an Incident cum Road Property Manager-cum-Route Operation Manager. - 5 years of experience for a Road Safety Auditor, with a certificate from an approved government agency. * The Bidder must have a minimum number of personnel with specific qualifications and experience, such as: - 1 Site Engineer-cum-Surveyor Engineer-cum-Material Engineer for each 50 km. - 1 Incident cum Road Property Manager-cum-Route Operation Manager for each 100 km. - 1 Road Safety Auditor, with 3 days of experience in every 3 months. * Project Manager: 8 years of experience as Project Manager/ Team Leader of Consultancy Contract on Highway, Bridge construction/Maintenance works. * Site Engineer-cum-Surveyor Engineer cum Material Engineer: 4 years of experience on Highway Construction/Maintenance works. * Incident cum Road Property Manager cum Route Operation Manager: 3 years of experience on Highway Property Management and Maintenance. * Road Safety Auditor: 5 years of experience and a Road Safety Audit Certificate from an appropriate approved Govt. agency.Similar work or eligible projects given in technical capacity experience include: - Project in highways sector that qualify under Clause 4.7 (i) with a factor of 1 - Construction in highways sector that qualify under Clause 4.7 (ii) with a factor of 1 - Maintenance works, such as IRQP, PR, OR, FDR, SR, site/micro grading, surface renewal, resurfacing work, Tarring, B.T. surface work, temporary restoration, urgent works, periodic maintenance, repair & rehabilitation, one time maintenance, permanent protection work of bank, short term / long term OMT contract, and performance-based maintenance contract - Widening / reconstruction / up-gradation works on NH / SH or on any category of road taken up under CRF, ISC/ El, SARDP, LWE - Long term OMT works of NHAI/MoRT&H - Performance based maintenance contract in states - Projects with the title of RIDF, PMGSY road, link road, city roads, rural road, sector/ municipality road, Bridges for railway line, work of metro rails (bridges/ tunnel) Values mentioned include: - 20% of Estimated Project Cost - Factor of 0.5 for Technical capacity in respect of an Eligible Project situated in a developed country which is a member of OECD - 100% requirement for Joint Venture to collectively and individually satisfy the qualification criteria. - At least one similar work of 20% of Estimated Project Cost (Rs. 595.19 Lacs) should have been completed from the Eligible Projects in Category 1 and/or Category 3 - Threshold Technical Capacity: Rs. 2975.95 Lac - The capital cost of the project should be more than 5% of the amount specified as the Estimated Project Cost. - Receipts of or work executed amount less than 5% of Bid Value (Rs. 148.80 Lacs) shall not be reckoned as receipts for Eligible Projects. - For 4 lane or above configurations projects, experience of the Eligible Projects in Category 1 and/or Category 3 shall be of 2 lane or more - For projects with lane configuration upto 2 lane with paved shoulder, all experience of the Eligible Projects in Category 1 and/or Category 3 shall be considered irrespective of lane configurations - A variation of more than 25% in the last 365 days for BOT or HAM projects
