Bidders must have received payments for constructing eligible projects or undertaken construction work in PPP projects over the past five financial years. The total amount, adjusted by specific factors, must exceed the bid value. At least one similar completed work (20% of estimated project cost) is needed for standard highway projects. For four-lane or more projects, experience with two-lane or more projects is required; for projects with up to two lanes and paved shoulders, all relevant experience is considered. For Category 1 projects (PPP projects), the bidder must have held at least 26% equity, the capital cost must exceed 5% of the estimated project cost, and the bidder must have undertaken at least half the project's construction/maintenance. For Category 3 projects, bidders must have received payments for construction/maintenance works exceeding 5% of the bid value.

Bidders' assessed bid capacity must exceed the total bid value. The formula is: Assessed Available BID capacity = (A*N*2.5 – B + C), where N = Number of years for project completion, A = Maximum value of civil engineering works (excluding bonus) in any one year during the last five years (updated to the price level), B = Value of existing commitments and ongoing works (updated to the price level), and C = Bonus received (updated to the price level).

The total payments received for construction of eligible projects or construction work undertaken in a PPP project over the past five years, adjusted according to Clause 4.6 (i) & (ii), must exceed the bid value. For normal highway projects, at least one similar work of 20% of the Estimated Project Cost must have been completed from Eligible Projects in Category 1 and/or Category 3.
