For Categories 1 and 2 projects, bidders must have participated in PPP projects (BOT, BOLT, BOO, BOOT, or similar) with at least 26% equity and a project capital cost exceeding 5% of the estimated project cost. They must have independently undertaken at least half the project's construction. For Categories 3 and 4, bidders must have received payments for construction work within five years preceding the bid due date, exceeding a minimum threshold. Construction work excludes goods/equipment (unless part of a turnkey or EPC contract), land costs, and pre-construction activities. The minimum Bid Capacity is calculated using the formula: Assessed Available BID capacity = (A*N*2.5 – B + C), where A, B, and C are defined variables. The Lead Member of a Joint Venture must meet at least 60% of the Bid Capacity requirements, while other members must each meet at least 20%.
