The important information given under the technical capacity header which is specifically related to prior work experience is: - The bidder shall update details of Experience (ongoing and completed projects) for the last 5 financial years preceding the Bid Due Date. - The bidder must provide necessary information relating to Technical Capacity as per format at Annex-II of Appendix-IA. - The bidder should furnish required Project-specific information and evidence in support of its claim of Technical Capacity, as per format at Annex-IV of Appendix-IA. - Experience for any activity relating to an Eligible Project shall not be claimed twice. - The estimated capital cost of Eligible Project needs to be provided. - A certificate from the Bidder’s statutory auditor or its respective clients must be furnished for each Eligible Project. - The Experience Score for Eligible Projects situated in an OECD country shall be further multiplied by 0.5. - The Net Worth of the Bidder should be at least 5% of the Estimated Project Cost. - The Bidder shall have received payments for construction of Eligible Project(s) or has undertaken construction works by itself in a PPP project, such that the sum total thereof is more than Rs. 41.49 crore (the “Threshold Technical Capacity”). - For normal Highway projects, the Bidder should have completed at least one similar work of 20% of Estimated Project Cost, which is Rs. 11.06 crore. - The Bidder should have completed at least one similar Major Bridge/ROB/Flyover having a span equal to or greater than 50% of the longest span or 100m, whichever is less, of the structure proposed in this project. - In case of tunnels, the Bidder should have completed construction of at least one tunnel consisting of single or twin tubes having at least 50% of the cross-sectional area of the proposed tunnel or two-lane highway tunnel cross-sectional area, whichever is less, and 20% length of the tunnel to be constructed in this project or 2 km, whichever is less. - For demonstrating technical capacity and experience, the Bidder shall have undertaken construction works by itself in a PPP project. - For Stand-alone specialized projects, such as Major Bridges/ ROB/ Flyovers projects, the sole Bidder or any member of the Joint Venture shall have completed at least one similar project in the last 10 financial years preceding the Bid Due Date, having: - A span equal to or greater than 50% of the longest span or 100m, whichever is less, of the structure proposed in the project. - A cost of at least 20% of the Estimated Project Cost, or Rs. 1000 Cr, whichever is less. - For Tunnel projects, the sole Bidder or any member of the Joint Venture shall have completed at least one tunnel project in the last 10 financial years preceding the Bid Due Date, consisting of single or twin tubes, having: - At least 50% of the cross-sectional area of the tunnel to be constructed, or the cross-sectional area of a 2-lane highway tunnel, whichever is less. - 20% length of the tunnel to be constructed in the project, or 2 km, whichever is less. - A cost of at least 20% of the Estimated Project Cost, or Rs. 1000 crore, whichever is less. - A project shall be considered completed if more than 90% of the value of work has been completed, and the completed value of work is equal to or more than 20% of the Estimated Project Cost, or Rs. 1000 Cr, whichever is less. - The Technical capacity in respect of an Eligible Project situated in a developed country which is a member of OECD shall be further multiplied by a factor of 0.5 (zero point five). - The experience for each category would be computed as per the weight of the following factors to arrive at its aggregated Eligible Experience: - Category 1: Project in highways sector that qualify under Clause 2.2.2.6 (i) - Factor: 1 - Category 2: Project in core sector that qualify under Clause 2.2.2.6 (i) - Factor: 0.75 - Category 3: Construction in highways sector that qualify under Clause 2.2.2.6 (ii) - Factor: 1 - Category 4: Construction in core sector that qualify under Clause 2.2.2.6 (ii) - Factor: 0.75 - For a project to qualify as an Eligible Project under Categories 1 and 2, the entity claiming experience should have held a minimum of 26% equity during the entire year for which Eligible Experience is being claimed. - The capital cost of the project should be more than 5% of the amount specified as the Estimated Project Cost. - The entity claiming experience shall, during the last 5 financial years preceding the Bid Due DateSimilar work or eligible projects given in technical capacity experience include: 1. Construction in core sector that qualify with a factor of 0.75 2. Highways sector, which includes highways, expressways, bridges, tunnels, runways, railways, metro rail, and ports, with a factor of 0.5 for projects situated in a developed country 3. Core sector, which includes civil construction cost of power sector, commercial setups, airports, industrial parks/estates, logistic parks, pipelines, irrigation, water supply, sewerage, stadium, hospitals, hotel, smart city, warehouses/Silos, oil and gas, and real estate development 4.
