Bidders must demonstrate technical capacity and experience by having received payments for constructing eligible projects or undertaking construction work in PPP projects exceeding Rs. 45.71 Crore. For highway projects, at least one similar completed work (20% of the estimated project cost, or Rs. 12.19 Crore) is needed. For stand-alone specialized projects (major bridges, ROBs, flyovers) costing ≤ Rs. 1,000 Crore, at least one similar project completed in the last ten years with a span ≥ 50% of the longest span (or 100m) and costing ≥ 20% of the estimated project cost is required. Additional experience in major bridges, ROBs, flyovers, or tunnels may be necessary depending on project size. For Categories 1 and 2 projects, bidders must have held at least 26% equity and undertaken at least half the construction. For Categories 3 and 4, payments received must exceed Rs. 3.05 Crore.

Bidders are categorized as Class I local supplier (≥50% local content), Class II local supplier (≥20% local content), or non-local supplier (<20% local content). For procurements > Rs. 10 crore, Class I and Class II suppliers must provide a certificate specifying local content.

Bid capacity is calculated as (A * N * 2.5 – B + C), where A is the maximum value of civil engineering works (excluding bonuses) in any one year during the last five years (updated), B is the value of existing commitments and ongoing works, and C is the amount of bonuses received in EPC projects (all updated). The assessed available bid capacity must exceed the total bid value.

Bidders must have received payments for constructing eligible projects or undertaken construction work in a PPP project over the past five years, totaling more than a specified threshold (Rs. 45.71 Crore). For highway projects, at least one similar completed work representing 20% of the estimated project cost is required. Additional experience in major bridges, ROBs, flyovers, or tunnels may be required depending on project size. For stand-alone specialized projects, completion of at least one similar project within the last ten years, meeting specific size and cost criteria, is necessary. Improvement in Riding Quality work (IRQP/IRQ) is considered for technical capacity but not for similar completed works, except in cases of maintenance work undertaken on an EPC mode.
