The required prior work experience for the bidder includes successfully completing or substantially completing similar works within the last five years, related to "Supply, Installation, Testing & Commissioning, or Annual maintenance contract (AMC), or Comprehensive Annual Maintenance (CAMC) of Environmental Control Systems/Air Conditioning Work in Metro Railways/Indian Railways/Airports." The bidder should have completed at least one of the following: (i) At least one “similar work” of value of Rs. 140.68 Lakh or more OR (ii) At least two “similar works” each of value of Rs. 87.92 Lakh or more OR (iii) At least three “similar works” each of value of Rs. 70.34 Lakh or more Additionally, the foreign partner in a JV/Consortium must have executed works of total value Rs. 70.34 lakh or more outside their country. For substantial completion, 80% (value wise) or more works completed under the contract based on original scope of work/ revised scope of work is required. In case of joint venture/ Consortium, full value of the work, if done by the same joint venture shall be considered. However, if the qualifying work(s) were done by them in JV/Consortium having different constituents or percentage participation, then the value of work as per their percentage participation in such JV/Consortium shall be considered. The work experience of only substantial partner (partner with share of 26% or more in the JV/ Consortium) shall be considered for evaluating of JV/ Consortium. The lead partner in the JV/Consortium must have a minimum of 26% participation and must have experience in executing similar work. For non-substantial partners, each must have a minimum of 20% participation in the JV/Consortium and must have experience of executing at least one “Environmental Control Systems” of minimum value of Rs. 35.17 Lakhs in the last 05 years. The bidder should have experience in executing at least one “Electro-Mechanical work” of minimum ₹35.17 Lakh in last 05 years. The evaluation criteria state that if the tenderer has reported four or less number of works, there should not be any unsatisfactory performance in any of those works. For more than four works, the tenderer is allowed to have unsatisfactory performance in up to 20% of the works reported. The bidder is required to submit information on their past work experience, including the number of similar works completed, in Appendix-11. The bidder must submit details of the above works in the Performa of Appendix-7 of FOT as per Notes to clause 1.2.2A of NIT, along with a Client’s Completion Certificate in support of their work experience. The value of similar works should be updated to the last day of the month previous to the month of tender submission, assuming 5% inflation for Indian Rupees and 2% for foreign currency portions per year. The percentage of participation in the contract for JV/Consortium members should be specified, along with the equivalent value in INR. The bidder should submit documentary proof, including completion certificates, work orders, and payment details, to support their work experience claims. The required prior work experience for the bidder includes similar works with a total value of Rs. 70.34 lakh or more. For completed works, the value of work done shall be updated to the last day of the month previous to the month of tender submission price level assuming 5% inflation for Indian Rupees every year and 2% for foreign currency portions per year. In terms of specific values, it is mentioned that for procurements exceeding Rs. 10 crores, the bidder must submit a certificate from a statutory auditor or cost auditor stating the percentage of local content. However, specific values and percentages of similar works completed are mentioned, such as Rs. 140.68 Lakh, Rs. 87.92 Lakh, Rs. 70.34 Lakh, Rs. 35.17 Lakhs, and 20% for unsatisfactory performance. The local content requirement is 60% for a Class-I Local Supplier and more than 20% for a Class-II Local Supplier.
