The bid capacity required in the given tender can be calculated using the formula:
Available Bid Capacity = [A x N x 2] – 0.33xNxB

A = Maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year
N = Number of years prescribed for completion of work for which bids have been invited

For tenders having an advertised value of more than Rs 20 crore, the tenderer will be qualified only if its available bid capacity is equal to or more than the total bid value of the present tender.
Alternatively, the bid capacity required is also determined by the minimum average annual contractual turnover of V/N or 'V' whichever is less, where:
V = Advertised value of the tender in crores of Rupees
N = Number of years prescribed for completion of work for which bids have been invited.
The formula for calculating the average annual contractual turnover is:
Average Annual Contractual Turnover = (Total Contractual Payments in previous 3 years) / 3
The tenderer must have a minimum average annual contractual turnover of V/N or 'V' whichever is less.
Technical Capacity
The required prior work experience for the bidder includes successfully completing or substantially completing any one of the following categories of work(s) during the last 07 years:
- Three similar works each costing not less than 30% of the advertised value of the tender,
- Two similar works each costing not less than 40% of the advertised value of the tender,
- One similar work each costing not less than 60% of the advertised value of the tender.
For composite works, the tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during the last 07 years:
- Three similar works each costing not less than 30% of the advertised value of each component of the tender,
- Two similar works each costing not less than 40% of the advertised value of each component of the tender,
- One similar work each costing not less than 60% of the advertised value of each component of the tender.
Additionally, for subcontractors, they must have successfully completed at least one work similar to the work proposed for subcontract, costing not less than 35% value of the work to be subletted, in the last 5 years. However, for subletting of work costing up to Rs 50 lakh, no previous work experience of the subcontractor is required.
The bidder should also have a Qualified Diploma Holder Engineer as site engineer, with one diploma holder engineer required for each ₹ 10 cr. or part thereof of the cost of work to be executed, and a Qualified Diploma holder engineer with minimum 5 years’ experience or degree holder engineer with minimum 3 years’ experience as Lab in-charge.
In terms of specific values and percentages, the bidder should have:
- Three similar works with a cost of at least 30% of the advertised value of the tender
- Two similar works with a cost of at least 40% of the advertised value of the tender
- One similar work with a cost of at least 60% of the advertised value of the tender
- One similar work for subcontract with a cost of at least 35% of the work to be subletted.
