To be eligible, a bidder must meet minimum financial and technical capacity requirements. Financially, the bidder needs a Net Worth of at least 5% of the project cost (Rs. 6.285 crore in this case) at the close of the preceding financial year. Net Worth is defined as the aggregate value of paid-up share capital and reserves created from profits and securities premium accounts, less accumulated losses, deferred expenditure, and miscellaneous expenditure not written off (excluding reserves from asset revaluation, depreciation write-back, and amalgamation). Technically, the bidder must have received payments for construction of eligible projects or undertaken construction work in a public-private partnership (PPP) project totaling at least 2.5 times the estimated project cost over the last five financial years. At least one-fourth of this total must come from Category 1 and/or Category 3 eligible projects. Additionally, the bidder must have completed at least one eligible railway sector project valued at no less than 35% of the estimated project cost, with payments received for at least 75% of the contract value (excluding price variation adjustments).
