Design, Supply, install, testing and commissioning of ground based solar power generating system without battery of capacity 1.0 MW AC output peak grid tied solar photo voltaic system complete with the components specified below:- (a) Solar Mono C Si PERC Module of minimum rating 545 Wp with minimum 144 cells with DCR norms shall be certified as per IEC 61215-Edition-II, IEC 61646 and IEC 61730-1&2 complete all as specified. Qty of solar PV module shall be tentatively 2300 Nos for 1.0 MW AC output peak.
Note: -
(i) Design shall be done as per latest IS code, latest MNRE guidelines and specifications mentioned in tender from MNRE approved channel partner of rating as specified in NIT. Final design and drawing has to be vetted by any of the approved agency as mentioned in the tender (ii) Solar Modules and solar cells therein should be of Made in India and complying DCR norms(Domestic content requirement). The contractor will have to submit company declaration in the format, to be provided by GE at the time of request for approval of sample/Make for modules. Each PV module used in this work shall have RF Identification tag.
(iii) Solar PV Modules shall be warranted for a minimum period of 25 years. PV modules shall be warranted for their output peak watt capacity, which shall not be less than 90% at the end of 10 years and 80% at the end of 25 years. PV modules shall be warranted for any manufacturing defect or bad workmanship for a period of 25 years from the date of completion of Phase-I of the work. The contractor shall submit necessary warranty certificate for 25 years to GE. The condition 46 of IAFW 2249 shall be amended to the extent as mentioned above.

(iv) Modules should be of Make as approved by MNRE. If no make has been approved, modules confirming to IEC standards mentioned above or latest specification issued by MNRE will be used in SPV system. (v) An amount equal to Rs 5,00,000 (Rupees Five Lakh Only) shall be retained from the contractor's bill against the warranty as performance guarantee for a period of 25 years from date of completion of job. Alternatively, the contractor may give a separate interest bearing security deposit/BGB in favour of GE valid for 25 years. This amount shall be refunded to him by GE after a period of 25 years under the conditions provided from by the contract and arising solely from faulty materials or workmanship provided such defective parts are not repairable at site. (vi) During the period of warranty of modules, the contractor shall remain liable to replace any defective parts that become defective in the plant. (b) Hot dip galvanized MS angle module mounting structure for solar panels of combined capacity 1.0 MW, AC output with double pole static structure of suitable size along with concrete grouting alongwith necessary foundation for required rigid support as required at site capable to with stand maximum wind load of 170 Km/hrs as designed for angle of modules all as required as per site

(c) Central Inverter/PCU, DC to AC (indoor type) of capacity 2x500 KW AC or next higher side capacity suitable for 1.0 MW AC , with minimum DC inputs 4(+/-) each with SCADA capabilities as specified housed in OEM provided complete.
Note: - (i) Power conditioning Units (PCU) PCUs small be warranted for minimum period provided by the manufacturer but not less than 5 years PCUs shall be warranted for any manufacturing dived or bad workmanship for a minimum period of 05 years from the date of completion of Phase-I of the work. The condition 46 of IAFW 2249 shall be amended to the extent as mentioned above. (ii) During the period of Warranty the contractor shall remain liable to replace any defective parts that become defective in the plant under the conditions provided for by the contract and arising solely from faulty materials of workmanship, provided such defective parts are not repairable at site. After replacement the defective parts shall be returned to the contractor. (d) String monitoring/combiner box of type with 10 Amp MCB/fuse on positive side, 200 Amp manual DC disconnect or switch & 22 Channel monitoring as required at site complete. (e) Copper DC String cables of different sizes of suitable size as required at site of Solar grade, including suitable lugs/male, female connectors etc. UV resistant 1.0 KV DC Cables confirming to IEC 62930:217/BSEN50618 temperature range -50 to +900 C, complete.

(f) Data monitoring system communication cable RS 485 [screen twisted] as required at site complete. (g) Inverter communication Shielded CAT-5 cables as required at site complete. All instantaneous data can be shown in the Computer Screen. with Remote Performance Monitoring System complete all as specified and directed by the Engineer-in-Charge and shall have following:-

(j) Lightening protection system of Early Streamer Emission type Lightening Spike with 107 m protection at level 3 for Protection (duly supported by tech literature) against lightning strikes with GI mast of 8.5 Mrs long
(i) Qty of lightening arrester shall not be less than 3 qty including suitable size of copper earthing plate with strip from pit to LA. Foundation of system should be as advised by OEM / NISE
(ii) Earthing shall be provided for string monitoring/combiner box, Inverter, Solar PV module, mounting structure, panels, LA complete with suitable size of Copper earthing and copper Cable / strip as earthing lead as per design including termination accessories as required at site & confirming to latest IS/IEC all as specified and directed. Earthing for isolation transformer and equipments thereafter downstream will be through GI strip earthing with GI earthing lead. (iii) Main distribution board, Floor Mounted DC Panel, DC Bus, Auxiliary Buses for required load as per site requirement on DC side of inverter complete.
(iv) Main distribution board Floor Mounted AC Panel, AC Bus, Auxiliary Buses for required load as per site requirement on AC side of inverter complete all as specified and directed.
(v) UPS with battery bank of 5 KVA with 60 minutes backup at 100% load as per design & specifications for Solar System critical components, Industrial type on in UPS with static switches for bypass complete.
(vi) UPS distribution board of Floor Mounted UPS DB, indication lamp complete all as required at site.
(k) Main DC Cables of sized as required at site, copper armored Cable confirming to IEC 62930:217/BSEN50618 temperature range -15°C to +90°C complete.

(l) 1.1KV copper Armored LT power Cable as per IS 7098 from inverter to transformer of AC Cables of off sizes as required at site incl end joints , mid joints , complete all as specified and directed. (m) LT Aux (DC & AC) control cables for UPS input, transformer, Inverter, panels of suitable size, 1.1KV copper LT cable as per relevant IS complete all as specified and directed. (n) Earth continuity conductor or main earthing lead copper cable or GI strip of suitable size as per design and as required at site. (o) Suitable size HDPE pipe 6kgf/cm2 rating for cable protection including all necessary fitting and fixing arrangement complete as required at site all as specified and directed. Note: Necessary earth work sand cushioning protection pipe bricks etc shall deemed to be included for laying of cables HDPE pipe up to power transformer. (p) Industrial type computer (one No) rugged & robust in nature to operate in a hostile environment. The computer shall be of HP make or of equivalent make having i10 of better processor with minimum 1 TB of hard drive, 21’’ LCD colour monitor, DVD Drive with writer multimedia kit and UPS with 30 min Power back up with internet connecction for PC.

(q) Coloured laser printer (one No) as per HP model number M1005 or techno commercially equivalent model in other make as approved by GE. The printer shall be equipped for printing scanning copying complete. (r) Generation Metering: Suitable capacity generation digital meter arrangement with associated accessories viz CT, PT, metering box, wiring etc for commissioning with initial inspection from local electricity supply company. (s) Net Metering : Suitable capacity Net digital metering arrangement with associated accessories viz CT, PT, metering box,wiring etc for commissioning with initial inspection from local electricity supply company Note : Metering arrangement should be SCADA supported and have following features to measure and record (i) Parameters of current, voltage , PF and frequency (ii)Total units generated since installation (iii) Total units exported (iv) Total units consumed in house (iv) any other metering reqd to determine efficiency.
(v) The contractor will be resposible for liaising with MPSEB for new net metering connection & grid connectivity approval against newly commenced 1 MW solar power plant.
(t) Inverter duty step up transformer BEE Level 5, ,copper wound, outdoor type of 1250 KVA or nearest size on higher side suitable for stepping up AC voltage from Power Conditioning Unit / Invertor to 11 KV confirming to IS-2026 incl all latest amendments incl first fill of transformer oil confirming to IS 335 , suitable plinth of size and design as per manufacture instruction with slot and clamps for incoming and outgoing cable protection pipe complete all as specified and directed - 01 No

(u) Isolation Transformers -2 Nos of 630 KVA or nearest higher capacity compatible with AC voltage of PCU incl first fill of transformer oil confirming to IS 335, suitable plinth of size and design as per manufacture instruction with slot and clamps for incoming and outgoing cable protection pipe complete all as specified and directed. (v) Surge Protection device complete all as specified and directed (w) Earthing with 600x600x6.00mm Galvanized steel earth plate electrode buried vertically in ground (earth pit not less than 2.25 meter deep below normal ground level) with top edge of the plate at a depth of not less than 1.5 m below ground level, connected to and including Galvanized steel Strip of size 32 x 6 mm by means of bolts, nuts and check nuts and washers of galvanized steel with and including 40 mm dia GI medium grade pipe for protection of GI strip to the extent of 7.5 meters as earthing lead including charcoal dust and salt packed all around the earth plate in the earth pit all as per Electrical Plate No 3 of SSR Part I (2009) including PCC foundation / chamber in mix 1:2:4 type B1 with MS angle iron frame, CI Cover with provision of locking arrangement and 20 mm dia medium grade G.I. Pipe from top edge of the earth plate upto M.S. funnel with wire mesh provided inside the concrete earth pit for watering arrangement complete including excavation and earthwork in any type of strata and testing complete including fill up the earth pit with soil for best result and removal of excavated material from the site complete all as specified and directed.

(y) Supply and fixing 15 Nos, AIO Solar Street light 40W made with high efficiency Mono light crystalline solar PV module, Lithium Ferro Phosphate battery with inbuilt BMS technology, High efficiency LED, MPPT solar charge controller and aluminium extruded body specially programmed to automatically control the dimming and brightness of light, which increase the backup time all as specified and directed and also shall comprise the followings: -
(a) S&F 3.5m high mild steel powder coated pole of suitable dia compatible with solar light fitting and fixtures along with gussets plate and nut bolts and washers etc.
(b) Necessary earthwork, PCC foundation & filling etc.

(z) Portable fire extinguishers in the control room for fire caused by electrical short circuit, sand buckets in the control room. The installation of fire extinguishers should confirm to TAC regulations and BIS standards. The fire extinguishers shall be provided in the control room housing PCUs as well as on the roof or site where PV arrays have been installed.

Supply, installation, testing and commissioning of HT 11KV, 3 Phase, 50 Hz, outdoor type, totally enclosed/metal clad Switch gear complete with four vacuum circuit breaker (VCB) panel, rupturing capacity of 350 MVA, overload, earth fault and short circuit protection, voltmeter range (0-15 KV) and ammeter (0-630Amp), required battery bank with charging arrangement complete of following specifications mentioned in IS/IEC 62271-201 including latest amendments /additions. (a) Motorized spring charging mechanism with 24-volt DC Universal motor 200 watts and having charging time less than 10 second.
(b) Earthing switch related for full making capacity with provision for safe and reliable position indicator.
(i) Assembly of vacuum circuit breaker shall be completely insulated as per the relevant IS/IEC.
(ii) The rating of VCB shall be 11 KV, 630 Amps,21 KA (for 3 second), 50 Hz, 3 phases.
(iii) The vacuum interrupters bottle should be of the same make of VCB.
(iv) Electrically charged and electrically operated independent closing/tripping, trip free, operating mechanism including manual closing/ tripping push button and breaker close/ open portion shall be provided. Make: ABB/Siemens/Schneider.
(v) One bus bar chamber including a set of three phase 630 Amps copper bus bars to be provided for further extension in future, if necessary.
(vi) Strip heaters with thermostat to be provided with the following specifications: -

(vii) Dual core dual ratio current Transformers (CT) chamber comprising of 3 Nos, single phase resin cast/ring core CTs of 200-100/5+5, burden not less than 15 VA and accuracy class 0.5, for metering, having class SP 10 for protection as per IS:2705 for each circuit breaker-01 Sets.

(x) One set of mechanical indicator for ON/OFF indicator for all LBS/VCB breaker.

Sch A Part XV (Maintenance, manning and operation of solar plant)
Phase-II

Services for maintenance, operation of Solar power plant for 55 months (including two year defect liability period) in two shifts including Saturday, Sunday & holidays after completion of project as per conditions of contract including the following:- (i) The work order for outsourcing of services shall be placed accordingly & no price adjustment for its extension shall be permissible. The Solar Power Plant shall be operated in 02 shifts per day unless otherwise directed by the Engr-in-charge/GE.
(ii) The contractor shall deploy minimum tradesman as follows:-
(aa) trained Electrician in two shifts (one in each shift) and helper in two shifts (one in each shift) as decided by engineer in charge shifts for attending/monitoring the breakdown and preventive maintenance.
Note: Penalty Clause:-
If the installation (Solar Power Generation Station) is not operated by the electrician and helper or found absent from duty the penalty for this lapse shall be final and binding as under:-
Skilled Electrician: - Double the rate of minimum wages published by the GOI during the absent period.
Helper: - Double the rate of minimum wages published by the GOI during the absent period.
(iii) The electrician must have ITI in Electrical and having experience of 02 years in operation & maintenance of solar power plant and familiar with SCADA operating system, weathering monitoring system, HT/LT installation and security and safety features complete. The Necessary technical qualification certificate shall be produced for verification of Engr-in-charge & get the written approval on record before deploying for works.

(iv) Contractor shall offer service for entire system as per inspection/ maintenance schedule as given in PS and as directed by Engineer in Charge and maintain necessary record for the same.
Contractor shall also ensure the following:-
(aa) Servicing of all solar equipment’s HT/LT control system, Transformers weather monitoring equipment’s SCADA system etc all as per OEM.
(ab) Cleaning of Solar PV modules by washing, sprays, brushes, tools and plants, any washing solutions as per OEM recommendations & as per laid down norms for solar power plant complete as directed by the Engr-in-charge/GE including providing arrangements for taking water from tapping point to modules.
(ac) Checking of meter readings and recording in log book in the format and as per instruction given by Engr-in-charge.
(ad) The Engineer/Electrician shall submit reports in soft and hard copy format as required by the Engineer in charge.
(ae) Safety, security of all E&M equipment’s solar panels, T&P and Sub Station complete all as directed by the Engineer-in-charge.
(af) Area cleaning removing of grasses, bushes etc as per the instructions of Engr-in-charge.
(v) The contractor shall pay minimum fair wages to the employees fixed by the Govt. of MP or Central Govt. whichever on higher side through bank account. The contractor shall produce the proof of payment to the employees such as statement of bank account, EPF payment as per EPF or MP act, ESI payment duly signed by all the tradesman/Engineer-In-Charge at the time of RAR/Final Bill.

(vi) Arrangement of all required work, access permissions shall be made available to work force of the contractor by the GE through Security Officer.
(vii) Repairing of all installation if required will be carried out on site or at service centre. Quoted rates shall be all inclusive and includes for required Spares, services labour, handling and transportation charges etc. (viii) Proper & efficient functioning of the plant must be ensured through regular inspection by qualified engineer of MNRE approved vendor of Category ‘A’ as per inspection/ maintenance schedule and rate quoted will be inclusive of the same .

(ix) Contractor shall arrange training one month for operation and maintenance to MES tradesman before handing over the installation to MES as directed by GE Note: Contractor shall recharge fire extinguisher as when required and cost of the same shall be deemed to be included in quoted rates.
Note:- All stationery, T&P, items required to maintain the Installations, for keeping in a presentable manner and to keep plant in 100% function able condition, payment of requisite charges and fees for SCADA to third party / SCADA OEM, are deemed to be Included in the cost of quoted rate.
(x) Cost of recharge of internet of SCADA system.
Note:- (i) For item No. 15.05, The pre-priced amount has been arrived as per the latest minimum wages rate.
(ii) For item No. 15.06 to 15.10, The pre-priced amount has been arrived at an anticipated increase in rate @5% for subsquent periods.
