The required prior work experience for the bidder includes experience in construction of civil structures, water treatment plants, and specialized nature of work like SCADA/Telemetry/HDD/Micro Tunneling/Smart Meter. For construction of civil structures, the bidder must have experience of having successfully completed a single work worth minimum 40% of the cost of major civil component included in that particular tender. Annual escalation at 5% will be allowed for the cost of works completed in the previous years. For construction of Water Treatment Plant up to 5 MLD output capacity, the bidder must have constructed a Water Treatment Plant in the past with any technology for a minimum of 1 MLD output capacity. For construction of Water Treatment Plant above 5 MLD output capacity, the bidder must have constructed a Water Treatment Plant in the past with any technology for a minimum of 40% output capacity, subject to a maximum of 40 MLD. For construction of Water Treatment Plants with modern technology, the bidder must have constructed a Water Treatment Plant in the past with any Technology for a minimum of 40% output capacity, subject to a maximum of 40 MLD, and also must have constructed a Water Treatment Plant in the past with similar technology for a minimum of 10% output capacity of the proposed treatment plant. In case of specialized nature of work like HDD method, the bidder should have experience of supplying and laying PE pipe of diameter not less than 450 mm irrespective of length through HDD method, or supplying and laying PE pipe of diameter not less than 280 mm for a length of 5000m. The bidder needs to provide information on: - Full particulars of works similar to the present tender - Contract amount as per award - Date of agreement - Actual amount on completion - Original completion time (as per agreement) - Actual completion time - Name and address of the authority for whom the work was carried out - The exact nature of association of the tenderer with the contractor who carried out the work The bidder should have specific experience in carrying out the planning, designing, social data analysis, laying of underground sewage network, construction of auxiliary structures like chambers, manholes, collection wells, pumping station and operation & maintenance of the system. The average annual turnover of the tenderer shall be greater than Rs. 500 lakhs, calculated from the certified annual accounts of the preceding 3 financial years. For bid capacity, the tenderer's maximum value of total works executed in any one year during the last three preceding financial years is considered, with a 6% annual escalation. The value of existing commitments and ongoing works in hand is also considered for calculating the bid capacity. No experience is insisted for any components of the work costing less than 10% of the tendered PAC. The bid capacity is calculated as (A x N x 2) – B, where A is the maximum value of total works executed, N is the period prescribed for completion, and B is the value of existing commitments. The minimum value of N is 1 year if the completion time is less than 1 year. The bid capacity should be more than the total estimated PAC for the tenderer to be eligible. Values and percentages mentioned include: - 40% of the cost of major civil component - 1 MLD output capacity - 40% output capacity, subject to a maximum of 40 MLD - 10% output capacity of the proposed treatment plant - 5% annual escalation - Rs. 500 lakhs average annual turnover - 6% annual escalation - 10% of the tendered PAC - Rs. 150 lakhs and Rs. 300 lakhs for works costing between these amounts - 20% of the estimated PAC, subject to a maximum value of Rs. 5 crores.
