The required prior work experience for the bidder varies depending on the type of project. For construction of civil structures except Water Treatment Plant (WTP) and Sewage Treatment Plant (STP), the bidder must have experience of having successfully completed a single work worth minimum 40% cost of major civil component included in the particular tender. For construction of Water Treatment Plant up to 5 MLD output capacity, the bidder must have constructed a Water Treatment plant in the past with any technology for a minimum of 1 MLD output capacity. For construction of Water Treatment Plant above 5 MLD output capacity, the bidder must have constructed a Water Treatment Plant in the past with any technology for a minimum of 40% output capacity, subject to a maximum of 40MLD. For construction of water treatment Plant with modern technology, the bidder must have constructed a Water Treatment Plant in the past with any technology for a minimum of 40% output capacity, subject to a maximum of 40MLD, and also have constructed a Water Treatment Plant in the past with similar Technology for a minimum of 10% output capacity of the proposed treatment plant. For rehabilitation work of Water Treatment Plant, the bidder must have constructed/rehabilitated Water Treatment Plant in the past with similar Technology for a minimum of 25% output capacity. For O&M work of Water Treatment Plant, the bidder must have constructed/rehabilitated/Operated & maintained Water Treatment Plant in the past with similar Technology for a minimum of 25% output capacity. For construction of Sewage Treatment Plant up to 5 MLD capacity, the bidder must have constructed a Sewage Treatment Plant in the past with any technology for a minimum of 0.5 MLD capacity. For construction of Sewage Treatment Plant of capacity above 5 MLD, the bidder must have constructed a Sewage Treatment Plant in the past with any technology for a minimum of 10% capacity. For supplying and laying of Water Supply pipes up to and including 400mm diameter pipes, no experience is required. For pipes above 400mm and up to and including 800mm diameter, the bidder must have supplied and laid a total of 1000m of 300mm or higher sized pipes in the past in a single work. The value and percentage of similar works completed are: - 40% cost of major civil component - less than 10% of the TPAC (no experience insisted) - two or more works with Liquidated Damages (LD) imposed (shall not be considered for pre-qualification) - 1 MLD output capacity for Water Treatment Plant up to 5 MLD output capacity - 40% output capacity for Water Treatment Plant above 5 MLD output capacity, subject to a maximum of 40MLD - 10% output capacity for Water Treatment Plant with modern technology - 25% output capacity for rehabilitation work of Water Treatment Plant - 25% output capacity for O&M work of Water Treatment Plant - 0.5 MLD capacity for construction of Sewage Treatment Plant up to 5 MLD capacity - 10% capacity for construction of Sewage Treatment Plant of capacity above 5 MLD - 1000m of 300mm or higher sized pipes for supplying and laying of Water Supply pipes above 400mm and up to and including 800mm diameter. Additionally, experience requirements are also based on the estimated cost of the work, with specific requirements for different roles such as Works Manager, Site Engineer, and Supervisor. For works with an estimated cost from Rs.5 crores to Rs. 20 crores, the required experience is: - Works Manager: minimum 3 years experience - Site Engineer (supervision and quality control): minimum 1 year experience - Site Engineer (Civil Engineering Diploma holder): minimum 1 year experience - Supervisor (Mechanical): minimum 1 year experience For works with an estimated cost above Rs. 20 crores, the required experience is: - Works Manager: minimum 5 years experience - Site Engineer (supervision and quality control): minimum 3 years experience - Site Engineer (Civil Engineering Diploma holder): minimum 2 years experience - Supervisor (Mechanical): minimum 2 years experience Annual escalation at 5% (simple interest) will be allowed for the cost of works completed in the previous years. A solvency certificate with a minimum amount of 20% of the estimated PAC, subject to a maximum value of Rs.5.00 Crores, is also required. The solvency certificate should be for a minimum of Rupees 500.00 Lakhs. The bidder should also provide annual account statements for the three consecutive years, certified by registered independent auditors. A bidder who has lagged in two or more works, for which Liquidated Damages (LD) were imposed in the ten year period prior to tender date, shall not be considered for pre-qualification.
