The required prior work experience for the bidder varies depending on the type of project. For Construction of Water Treatment Plant upto 5 MLD output capacity, the bidder must have constructed a Water Treatment plant in the past with any technology for a minimum of 1 MLD output capacity. For Construction of Water Treatment Plant above 5 MLD output capacity, the bidder must have constructed a Water Treatment Plant in the past with any technology for a minimum of 40% output capacity, subject to a maximum of 40MLD. For Construction of water treatment Plant with modern technology, the bidder must have constructed a Water Treatment Plant in the past with any Technology for a minimum of 40% output capacity, subject to a maximum of 40MLD, and also must have constructed a Water Treatment Plant in the past with similar Technology for a minimum of 10% output capacity of the proposed treatment plant. For Rehabilitation work of Water Treatment Plant, the bidder must have constructed/rehabilitated Water Treatment Plant in the past with similar Technology for a minimum of 25% output capacity. For O&M work of Water Treatment Plant, the bidder must have constructed/rehabilitated/Operated & maintained Water Treatment Plant in the past with similar Technology for a minimum of 25% output capacity. For Construction of Sewage Treatment Plant upto 5 MLD capacity, the bidder must have constructed a Sewage Treatment Plant in the past with any technology for a minimum of 0.5 MLD capacity. For Construction of Sewage Treatment Plant of capacity above 5 MLD, the bidder must have constructed a Sewage Treatment Plant in the past with any technology for a minimum of 10% capacity. For Supplying and laying of Water Supply pipes above 400mm and up to and including 800mm diameter pipes of any material, experience will be insisted with respect to the highest diameter of the pipe in the scope of the work, but no experience is required for components costing less than 10% of the Tendered PAC. The bidder should have experience in works similar to the project, with a value of at least 10% of the estimated cost, and should have a minimum average annual turnover of 20% of the estimated cost of the work, subject to a maximum requirement of Rs. 500 lakhs. For example, if the Project Actual Cost (PAC) is Rs. 600,00,000, the minimum average annual turnover should be greater than Rs. 1,20,00,000 (20% of Rs. 600,00,000). The average annual turnover should be calculated from the certified annual accounts of the preceding 3 financial years, or from the certified annual accounts of the bidder for the preceding 2 years and turnover along with one year of good financial standing during the last 5 years. The minimum average annual turnover of the tenderer submitting this bid should be greater than Rs. 256.93 Lakhs. The bidder must have completed a single work worth a minimum of 40% cost of the major civil component included in the particular tender, within the last ten years, with annual escalation at 5% (simple interest) allowed for the cost of works completed in the previous years. The net worth of the applicant shall be more than 15% of annual turnover and not less than 10% of the average annual estimated cost of the contract, with a minimum net worth of Rs. 128.46 Lakhs. The required prior work experience for the bidder includes experience in Designing, Supplying, Laying, and Commissioning of similar works, such as water treatment plants, with percentages and capacities mentioned, such as 40%, 10%, 25%, 0.5 MLD, and 10% capacity. The bidder should submit past performance data in specific formats, including details of works carried out, commitments, and experience certificates issued by the Agreement Executing Authority or an Officer in Charge of the plant/pipeline work. A bidder who has been imposed with Liquidated Damages (LD) in two or more works in the ten-year period prior to the tender date shall not be considered for pre-qualification. The bidder should submit an undertaking stating the details of delayed works, if any, and certify that they have not delayed two or more works. The solvency certificate should be for a minimum amount of 20% of the estimated PAC, subject to a maximum value of Rs. 5.00 Crores, unless the tenderer is a public limited company, with a minimum solvency required of Rupees 256.93 Lakhs.
