The required prior work experience for the bidder includes having experience in road works, with specific requirements for technical personnel. For construction work, the bidder should have a minimum of five years of experience in road works for a degree holder in civil engineering, and a minimum of three years of experience in road works for a diploma holder in civil engineering. For routine maintenance, the bidder should have a minimum of five years of experience in road works for a degree holder in civil engineering, and a minimum of one year of experience in road works for a diploma holder in civil engineering. The bidder should have satisfactorily completed work as a prime contractor, at least one similar work equal in value to one-third (or one-fourth in case of Naxal/LWE affected districts) of the estimated cost of work. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in the originally stipulated period of completion is counted as 120% for the purpose of this sub-clause. The percentage of variation of items of work for which there shall be no increase in rates shall be exceeding 25% over agreed quantity for individual items. The bidder's experience in civil construction works is evaluated based on the total monetary value of civil construction works performed for each of the last five years. The bidder's available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance, calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at the rate of 8 percent a year. The assessed available bid capacity is calculated using the formula: Assessed Available Bid Capacity = (A*N*M - B), where A is the maximum value of civil engineering works executed in any one year during the last five years, N is the number of years prescribed for completion of the works, M is a factor of 2 or such higher figure not exceeding 3, and B is the value of existing commitments and on-going works to be completed during the period of completion of the works. The amount of liquidated damages for delay in completion of works is 1 percent of the Initial Contract Price, rounded off to the nearest thousand, per week, with a maximum limit of 10 per cent of the Initial Contract Price rounded off to the nearest thousand. Milestones to be achieved during the contract period are: - 1/8th of the value of entire contract work up to 1/4th of the period allowed for completion of construction - 3/8th of the value of entire contract work up to ½ of the period allowed for completion of construction - 3/4th of the value of entire contract work up to ¾th of the period allowed for completion of construction 10 percent of the contract value for access to lines of credit and availability of other financial resources/facilities is also considered.
