Relevant documentary evidence in this regard shall be uploaded along with the bid. 2. Past Performance: The bidder's past performance will be evaluated, and the buyer will decide eligibility for purchase preference based on documentary evidence submitted. The values mentioned for Eligibility requirements are: 1. For MSE (Micro and Small Enterprises) sellers, if L-1 (the lowest bidder) is not an MSE and the MSE seller has quoted a price within L-1+15% of the margin of purchase preference/price band, the MSE seller will be given an opportunity to match the L-1 price and the contract will be awarded for 25% of the total quantity. Technical certifications required by the bidder to participate in this tender are: 1. Security testing report for CCTV/VSS issued by Standardisation Testing and Quality Certification (STQC) Laboratory or any other agency notified by MeitY. 2. BIS Registration (CRS) for safety general requirements as per IS 13252 (Part 1): latest. 3. Certificate from the OEM regarding the percentage of local content. 4. Declaration relating to percentage of local content certified by the statutory auditor or cost auditor (for bid values more than Rs 10 Crore is not considered as it is financial term). 5. Udyam Registration for MSEs to be eligible for purchase preference.
